C. 20433' TELEPHONE: EXECUTIVE 3-6360 IDA Press Release No.' 69/17 Subject: $5 million credit for April 30, 1969 education in Tanzania The World Bank's affiliate, the International Development Association (IDA), today announced a $5 million credit toward a $7.2 million expansion of Tanzania's secondary school system. A 600-student secondary school with boarding accommodations will be built, and extensions made to 24 existing secondary schools to provide another 3,500 places and specialized facilities which will pennit the introduction of agricul- tural, commercial and technical courses for 10,800 students. One secondary and • two primary teacher training colleges will be expanded as well. Provisions are also made for new or remodeled staff housing at several of these institutions. The additional facilities and the new courses will have a major impact on the quality of secondary school graduates and help Tanzania overcome her manpower shortages in the professional, semi-professional and skilled classes. The credit will be extended to the United Republic of Tanzania for a period of 50 years, including a 10-year period of grace. It will be free of interest, but a service charge of 3/4 of 1% will be made to cover IDA's administrative expenses. In 1963, Tanzania (then Tanganyika) received a credit in the amount of $4.6 million toward the development of ~econdary schools. The schools which this first education credit helped to finam::e are now in operation. The education system in Ta.nzania comprises seven years of primary, four years ~ of secondary (Fonr.s 1 to 4) and two of pre-university training (Forms 5 and 6). /more IDA P.R. No. 69/17 - Tanzania-Education - 2 - As little as 11 of the total Tanzanian work force of 3.8 million has completed Form 4, the country's basic source of skilled manpower, and only about 0.15t has attended a university for one or more years; there is therefore a predominance of • expatriates in positions requiring advanced education. This is particularly evi- dent in the secondary teaching profession where only about 251 of the 1,540 teachers are qualified Tanzanians. The project now to be financed by IDA will enable the secondary system to pro- duce more and better trained graduates whose agricultural, commercial or technical education will be more relevant to Tanzania's manpower needs than the general edu- cation they now receive. By the same token, secondary school leavers' prospects of innnediate and useful employment will be considerably increased. To make the teaching of the new subjects possible, the Dar es Salaam Secondary Teacher Training College ~ill be expanded under the project to include two addition- al sections each of 40 students to train teachers of commercial and technical sub- ~ jects. At least 10 specialists will be obtained by the Government through bilateral assistance to staff the teacher training program. Four of these will be assigned to the Dar es Salaam college; one will train teachers of agricultural subjects at an existing agricultural college; four will develop and teach agricultural subjects in secondary schools; and the tenth will be assigned to the Ministry of Agriculture from where he will coordinate the agricultural teacher training program. Lastly, the combined enrollment of 230 at Korogwe and Kotoka Primary Teacher -Training Colleges will be increased to 960 through new classrooms, equipment and boarding accommodations. The added capacity will include facilities for training teachers in basic agriculture so that this subject may, in future, be taught in pri- mary schools.
