Accountability Statement of'Project Proponent Accountability Statement of Preparer Endorsement Photographs ive Summary EXECUTIVE SUMMARY This report presents the Initial Environmental Examination (IEE) of Surigao - Davao Road (Surigao - Boston) undertaken by the Environmental Impact Assessment Project Office (EIAPO) for the issuarlce of the Envirorlmental Compliance Certificate (ECC) by the Department of Environment and Natural resources (DENR) prior to project implementation. The implementation of this project is being pursued under the National Roads Improvement Management Program- Phase I (World Bank funded). Project Description The project road is a national highway linking Region Xlll and Region XI. The project component consists of improvemenffrehabilitation of the paved section and upgrading of the gravel section to Asphalt Concrete Pavement (ACP) which would include among others provision of slope protection to erosion-prone areas; embankment to raise road elevation in flood-prone sections; constructionlrehabilitation of cross and lateral drainage structures where necessary; replacement of temporary bridges if technically viable and ford crossings will be provided with permanent bridges and installation of box culverts to creeks or gullies have also been taken into consideration. A separate IEE will be undertaken for these bridges. Methodology \ The Environmental Impact Assessment (EIA) was carried out by staff from EIAPO, staff from Planning -DPWH Regional and District Office, Region Xlll to deterrrline the positive and negative impacts that may arise before, during and after implementation. Interviews, site inspection, field works, collection of information from different government agencies such as district offices, PENRO, CENRO, offices of the different provincial government units are the common source of data used in this study. Likewise, the study team uses the Global Positiorling System (GPS) to get the exact location of the project. Photos were taken at strategic points along the projects which are attached hereto. Impact Assessment Assessment made on the project road revealed that the project is located in a flat to rolling terrain. Land use along the alignment is characterized by idle lands, arable lands, cultivated areas rnixedwith grasslands and bushes, forest and built-up area. Enviro~~mentalManagement and Monitoring Plan Implementation of .the road will have a short term impact on noise and air pollution and traffic flow during construction a ~ influx of migrants are foreseen. Although ~ d negative impacts have been identified, these can be contained and remedied through proper mitigating measures as embodied in the Environmental Management Plan (EMP). An Environmental monitoring Plan is also presented in this report which include provisions of measures to minimize possible negative impacts. A Multi- Partite Monitoring Team (MMT) will be created to monitor compliance on the conditionalities of ECC and also the implementation of the EMP. Social Acceptability As to social acceptability, the process of consultation with the local government units have been pursued to attain endorsement of the project. The people of Region Xlll favorably endorsed tlie project thru the Governors and Municipal Mayors. X apbroximately 4 km. in stretch was noted in Gamut,Tandag, Surigao del Sur Surigao Side Sect. 01:Bacuag Bdry-Claver Road------I4.96 Kms. This road section starts at the end of the existing PCC in Bacuag, Surigao del Norte traverses a very Rat terrain, passes Cigaquit until ends at Claver town proper. The total length of this section is 14.96 kms. The road section consists of 2.92 km. PCC with 6.1 m roadway width in good condition and 12.04 km. gravel with a carriageway width varying from 8.8-10.0 m in bad to fair condition. There are eight (8) existing bridges, of which five (5) are PCDG and three (3) are RCDG. Sect. 02: Claver-Surigao del NortelSurigao del Sur Bdry. ------ 28.04 kms. From Claver town proper, this section traverses on flat terrain up to 31.10 k~ns., beyond which it runs on mountainous area until it ends at Surigao del NortelSurigao del S L Ior ClaverlCarrascal Boundary. ~ The road section covers 28.04 knis. Consisting of 0.76 km PCC, with roadway width ranging from 6.1-6.7m in fair to good condition and 27.28 km. gravel with carriageway width varying from 5.0-8.0m in very bad to fair condition. Maximum gradient is about 6%. There are six (6) permanent bridges and five (5) temporary bridges. Sect.,09: Marihatag-San Agustin-Liangga ------- 40.27knis. This road section which has total length of 40.27 kms. starts at Marihatag proper at Km. 180+830, then passes the municipality of San agustin before it reaches the Liangga proper at Km. 221+100. The road runs generally on a flat terrain with some short stretches of rolling and mountainous terrains. Th@existing road surface consists of 0.952 km. of PCC in fair to good condition and 39.318 km. gravel in bad condition. The PCC segment has a carriageway width of 6.10m while ,thegravel section has a roadwaywidth varying from 7.5m-8.00m. There are twenty-seven (27) bridge structures along this section consisting of seven (7) permanent and twenty (20) temporary structures. 'The seven (7) permanent structures on the other hand, conlprised of fourteen bailey and six (6) timber bridges. Sect. 10: Liangga-Barobo ------- 15.17 kms. This road section commences at Liangga proper, passes through the junction going to the municipality of Prosperidad in Agusan del Sur and terminatesat Barobo town proper. The road section covers a total length at 15.17 kms. of which 2.306 kms. is paved with PCC in good condition and the remaining 12.864kms. is suifaced with gravel in bad condition. It has a carriageway width ranging from 6.7m to 8.0m. The road runs entirely on a flat terrain. There are only two (2) bridge structures along this road section, consisting of RCDG and Timber. Sect. 11: San Francisco-Barobo, crosslink ----------- 20.09 kms. This road section links the two (2) municipalities of San Francisco in Agusan del Sur and Barobo in Surigao del SLIT. It has a total length of 20.09 kms. in San Francisco side;15.785 kms. of road is paved with PCC in fair condition and has a carriayeway width of 6.10 while on the other side, the remaining section of 4,305 kms. to reach Barobo proper is gravel in bad condition with a carriageway width of 9.50 meters. The terrain is almost llat with a short stretch of rolling terrain. There are three (3) permanent bridge structures along this section comprising of RCDG. Davao Oriental Side Sect. 21: Manay-Tarragona --------27.11kms. ! Sect. 22: Tarragona-Mati ---------- 39.87kms. TOTAL LENGTH OF SDCR------- 146.00 KMS. II. III. Socio-Economic Environment The project will not in anyway cause adverse effecls on the socio-economic environment. But some structures within the Road Right of Way (RROW) during construction will be affected but this will be properly compensated. Note: Caywait-Tandag Road along the SDCR is being considered under the Rural Road Network developn~entProject (RRNDP), 24IhOECF Loan and proves arnong others that the ml~nicipalityof Cagwait has the most affected structures. It is expected, however, that impacts beneficial to the surrounding community will be created as a result of the major developments on the transport infrastructure system. However, it is suggested that there will be a regular inspection of the road.for possible encroachment into the RROW. There already exist a Department Order directing the District Offices-DPWH to conduct this kind of inspection and therefore a Memorandum of Agreement between the DENR, LGUs and the Engineering District Offices must be forn~ulated. As the project focuses on improvement and rehabilitation of the existing roads, socio-economic benefits that will be provided by the completed road include all weather reliability, reduced transportation cost, increased access to markets for local produce and products, access to.new employment centers, employment .of local wqrkers on the project itself, better access to heallh care and other social services. Forestry is also not to be affected. The present logging ban is unlikely to be lifted and community-based forest management is set to increase. lrnprovenlents to the road will either significantly increase illegal logging or accelerate the implementation of conlmunity controls over remainingforest resources. T Environmental Impact Checklist Section Ill: Environmental Impact Checklist Environmental Assessment Section IV: ENVIRONMENTALASSESSNIENT The Team surveyed the road section from Barangay Poniente - the start of the project with a geographic coordinates of 09.56096 north latitude and 125.65261 east longitude up to the boundary of Surigao Sur - Davao Oriental (highway boundary) with a geographic coordinates of 07.89748 north latitude and 125.35392 east longitude. This section spans over 200 km. distance and around 70 bridges (which . served as our Global Positioning System (GPS) reference points consisting of RC culverts, Timber bridges and Bailey bridges were counted over the stretch of the road. The width of the road on most sections is 20 meters wide and the condition is fair to good. The entire section is passable to all types of vehicles but in times of heavy rains, the road could be slippery and difficult to traverse. Topography is relatively flat gently rolling and mountainous in most part of Surigao del Sur. The existing secondary growth forest is predominant. Paddy rice in flat agricultural areas and coconut trees abound in both flat and rolling area and banana and other fruit bearing trees grow abundantly near barangay centers. Other observations made along the road are the on-going improvement works and gravel surfacing in some sections. Heavy equipment operation has loosened the soil in these construction sites. The clay loam soil being stripped and moved and dumped appear loose which soil erosion is quite possible during strong dow~ipour. Err~bar~kmentare generally unprotected. Environmental Compliance Certificate (ECC) have been acquired before the implementation of these sections. If the proposed road has to follow the 7.5 m roadway'strip, it would require cutting a portion of a mountain and will affect old tree in Brgy. San Isidro, Gigakit, Surigao del Norte with a geographic coordinates of 09.55544 north latitude and 125.69956 east longitude. Assessment made revealed that mangrooves, agricultural areas will not be affected cogsidering the width of the existing gravel road. A number of existing bridges are deteriorating, therefore there is a need for replacement or rehabilitation. The Ca wait-Tandag section along SDCR will be implemented by PMO-RRNDP under 24t Loan as soon as ECC is being acquired prior to implementation, then no RAP is F needed on this side (Surigao side). 1 Public Consultation and Participation Section V: PLlBLlC CONSULTATIONAND PARTICIPATION The Environmental Impact Assessment Project Office (EIAPO) shall be responsible for all the c!nvironmental matters regardingthe project. The EIAPO has coordinated with the DENR, LGUs, and other concer~iedagencies and discussed the importance of the project for them to be aware of the implementation of the project. The EIAPO are tasked to actively participate in the consultations with all these sectors particularly project affected families on the various environmental impact issues of the project. A socio-economic survey will be undertaken together with the consultant to measure their awareness and their perception of its impact and identifying the properties to be affected so that PAFs will be properly compensated. Based on our dialogue with the LGUs, the people of Surigao del Sur and Surigao del Norte favorably endorsed the project thru their Provincial Governor. (see attached endorsement) If public consultation is necessary due to the request of the affected families and the LGUs concerned, EIAPO will conduct said consultation in coordination with DENR- Regional office and CENRO. This survey would include estimation of material strength characteristics to be used in modeling schematic slope stabilization for estimation purposes. Replanting cleared areas and slopes wilh selected vegetation would be undertaken as soon as possible in the constructior~ process. Such a simple technique will be effective in many situations. Vetiver grass is an effective variety for protecting against soil erosion. Without the project the road will continue to deteriorate. No investors will be attracted to the area considering that the basic services of the government cannot be provided due to inaccessibility. Transportatiori will remain difficult all throughout the year because the road is muddy and dusty. Accessibility and deliveries of public services and prime commodities will remain difficult. Transport of agricultural products and other commodities will remain slow, thus, income generation for the municipality will marginally improve. Market limitations due to slow phase may hamper inflow of trade and capital from the neighboring municipalities, provinces and the whole Mindanao area'. Consequently, ecoriomic activities within the project area will be stagnant With the project During construction stage, econon-~icbenefits start pouring in at the project area. People living within the area will have an additional income, aside from their usual sources of income (which is farming), considering that the laborers for the construction will be hired locally.
