Air and Surface Water during Operation .............. 31 Liaoning Urban Transport Project-Anshan Subproject Environmental Action Plan Liaoning Urban Transport Project Anshan Subproject Environmental Action Plan I INTRODUCTION 1.1 Background Information The Jianguo Road Reconstruction Project (hereinafter as JRR), which is to be carried out in the urban area, will play an important role in providing a solution to traffic congestion in the city and stimulating the development of urban economy. The Environmental Action Plan (EAP), as a part of the environmental impact assessment of JRR, is one of the important documents subject to the review of WB. As indicated in the Environmental Impact Assessment (EIA), the JRR project will assist in solving the traffic congestion in the city, enhancing the urban living condition and stimulating the development of economy. However, the project will also impose adverse impact on the atmospheric and acoustic environment of area within about 200 m and 100 m respectively from the project road (for details see EIA). The positive impact in densely populated urban area outruns the adverse impact from the point of view of environmental protection. The project, with the necessarv mitigation measures carried out, is environmentally feasible. The purpose of EAP is to guarantee the implementation of mitigation measures and improve the environmental quality of area neighboring the project road. Description ofproject The JRR project, totaling 18.87 km in length. includes the widening of Jianguo Rd. and Laodong Rd., elongating of Zhongh:ua Rd., Yuanlin Rd. and South Ring Rd., straightening & widening of Huangang Rd. and Yongchang St., the construction of Hebei Rd. and of Wuyi Rd. interchange, Lishan St. viaduct. Minsheng Rd. viaduct. Xiaodongmen viaduct and Heping Rd. viaduct, reconstruction of Laodong Bridge as well as the line changing of tramcar etc. (See Fig.1-1). The buildings that will be imposed to utmost adverse impact shall be relocated. However, the deterioration of air quality. increased noise level and less sunshine are expected to the potential sensitive points (educational, recreational, public health, administrative institutions etc.), which necessitate the implementation of mitigation measures. 1.2.Objective and monitoring indicator 1.2.1 Objective The noise and air pollution are the main adverse impacts imposed by the project. Besides. some landscape changes and sunshine obstruction are expected due to construction of interchanges and viaducts. Nleasures to mitigate the impacts mentioned above in both construction and operational phase are proposed in lAP.
