Page 1 June 10, 1996 His Excellency The Minister of Economy and Finance Yaounde Republic of Cameroon Re: Credit No. 2869 CM (Transport Sector Project) Procurement and Consultants' Services Excellency: 1. We refer to the Development Credit Agreement of even date herewith between the Republic of Cameroon (the "Borrower") and the International Development Association (the "Association") and to the provisions of Section 3.02 and of Schedule 3 thereof. 2. We wish to set forth our agreement that the Borrower's procedures for the procurement of goods and works and the employment of consultants shall include the following: (a) with regard to bidding for the procurement of goods and works, the time between the opening of bids and the date of signature of the related contracts, except for circumstances not imputable to the Borrower, shall not exceed four months; and (b) with regard to the employment of consultants: (i) the time between the transmission of the letter of invitation and the deadline for submission of proposals should be not less than that indicated in paragraph (1) (viii) of Annex 1 to the Consultant Guidelines; (ii) the time between the deadline for submission of proposals and the date of signature of the contract, except for circumstances not imputable to the Borrower, shall not exceed four months; and (iii) no bid or performance security shall be requested from the consultants. 3. We also wish to set forth our agreement that Direction Generale des Grands Travaux du Cameroon shall have no execution responsibilities, nor any procurement responsibilities under the Project except for those under the Borrower's public procurement code. 4. Please indicate your agreement with the foregoing by signing the enclosed copy of this letter and returning it to us.
