The project is identified as follows: NAME OF PROJECT : NORTHERN NEGROS GEOTHERMAL DEVELOPMENT PROJECT (NNGDP) PROJECT PROPONENT : PHILIPPINE NATIONAL OIL COMPANY ENERGY DEVELOPMENT CORPORATION (PNOC-EDC) PNOC-EDC is a subsidiary of the PNOC group of companies whose corporate mission is the discovery, exploration, development and utilization of alternative energy sources which are indigenous, cost-effective and environmentally friendly. 2. The Company is currently operating geothermal projects in Tongonan, Leyte; Palinpinon in Negros Oriental; and Bacon-Manito in Albay. In addition, the company is now developing the Mt. Apo (Davao and North Cotabato) and Mt. Labo (Camarines Sur) geothermal projects. Further development works are also ongoing in the above mentioned operating geothermal power projects to expand their capacities. 3. The Project involves the development of a geothermal field in Northern Negros to generate 80 MW of power. Development work shall include various civil works (access and internal roads, wellpads, sumps, spoil disposal areas and other facilities); drilling and testing of production and reinjection wells; construction and installation of the fluid collection and disposal systems (FCDS), constrMction of power plant, and operation and maintenance of these facilities. GEOTHERMAL ENERGY 4. Geothermal energy is energy derived from the heat of the earth's crust. Ground water percolates down, 2-3 km from the surface, to an earth's layer of permeable zone or porous rock l .which serves as a water/steam reservoir. This is heated through convection by a hot layer of bedrock which in turn is heated by magmatic intrusions further below. This phenomenon is illustrated in FIGURES A and B. 5. The energy from the reservoir is tapped by drilling wells and directly extracting the steam/hot water. When the pressure (and temperature) is high enough, the steam (water separated) can be used to drive steam turbines for power generation, otherwise it can be used for various heating applications (see FIGURE C). 6. Geothermal energy has been utilized commercially for power generation in the Philippines since 1974 when the first plant at Tiwi, Albay was commissioned. At present, a total of 1044 MW of geothermal poweris installed at various locations. An additional 1673 MW generating ' capacity is planned to be established by the year 2005 including this project. PROJECT RATIONALE 7. In prioritizing energy development projects, different factors are taken into account: These are economics, fuel diversity, security, price volatility, lead time for development and environmental externalities. Taking all of these into account, geothermal power has become one of the priorities in the National Power Development Plan.
