This would be achieved by: (i) reducing the extreme flood peaks through storage in a dry polder on the Odra River just upstream o f Raciborz town, enabling a reduction o f the flood peak downstream o f the reservoir and allowing bettercontrol o f the operation o f t he river system; and (ii)by increasing the flood carrying capacity o f t he Odra River channels through and around Wroclaw. The Project would protect more than 2.5 million people against flooding in several towns such as Raciborz, Kedzierzyn, Kozle, Krapkowice, Opole, Brzeg, Olawa and Wroclaw, and settlements in the three voivodships o f Slaslue, Opolskie and Dolnoslaslue. Has the Project Development Objective been changed since Board Approval of the Project Objective? No PHRPDODEL Components Name Construction of Raciborz Flood Retention Reservoir:(Cost $286.78 M) Modernization of Wroclaw Floodway System:(Cost $333.55 M) Improving Flood Management, Monitoring & Evaluation and Supervision of EA, EMP and RAP:(Cost $35.47 M) Project Management Technical Assistance and Training:(Cost $7.62 M) Overall Ratings Name Previous Rating Current Rating Progress towards achievement of PDO Moderately Satisfactory Moderately Unsatisfactory 11/18/2016 Page 1 of 6 Public Disclosure Copy Public Disclosure Copy The World Bank Implementation Status & Results Report ODRA RIVER BASIN FLOOD PROTECTION (P086768) Overall Implementation Progress (IP) Moderately Satisfactory Moderately Unsatisfactory Overall Risk Rating Moderate Moderate Implementation Status and Key Decisions Works on the main Wroclaw Floodway System (WFS) are complete (B1 and B2 contracts) and delivering flood protection benefits. Some minor issues are outstanding which can easily be resolved (e.g. claims, delays in defects removal, fish pass calibration, lack of final environmental compliance reports). Of the B3 contracts, B3.1 is progressing satisfactorily including the construction of the main Widawa flap weir. This weir is a critical element of the WFS as it will divert peak water flows around the city of Wroclaw under emergency situations. The B3.2 contract, however, faces issues with the performance of the contractor. The main implementation challenge, however, concerns the completion of the Raciborz dry polder investment. Despite a change in senior management with the contractor (DRAGADOS), progress (in particular against agreed benchmarks) has not been satisfactory. More importantly, the overall manner of implementation of the contract and the relationship amongst parties has not improved. Based on this, the Bank has provided a no objection to initiate termination of the contract. Careful planning for the next steps with the Raciborz investment is needed. This includes preparing new estimates for both the time to completion and final costs and identifying those critical works that will need to continue in the interim before a new contractor can be mobilized. The idea of contracting the remaining detailed design work (i.e. execution designs) should also be treated as a priority. There is also likely to be a financing gap for the Raciborz investment. Progress with the new village continues to be exemplary. .
