A Brief Introduction The purpose of drawing up the environment operation is to achieve the enivronmental protection targets put forth in EIA of Jiangzhang - Tangyu Class - two Auto -only Highway, i. e. to decrease unfavourable impact on environment to a mininmum on the basis of the data provided by EIA of the project and the World Bank. 1. 1 A Survey of the Project Jiangzhang - Tangyu Class - two Highway is a high - speed road connecting Xi - Bao Expressway with the Taibai National Park with a total length of 15. 692 km and a total cost of 77,103,800 yuan RMB. The recommended route has been chosen from three alternates on the basis of the following factors: less land requisition and removal,less impact on the local residents, less amount of work, less impact on cultural relics and remains etc. 1- 1. 1 Major Technical Specification It will be built according to the specifications set for class-two auto-only highway on slight rolling areas. Soil Vegetation The proposed J - T Highway lies on the alluvial valley plain of the northern foot of Qinling Mountains,passing on the flood land of Wei River & *2 Tangyu River. The soil is poor and barren ;the vegetation is of farm crops and fruit mainly. Along the route there are not natural vegetation, forest and wasteland. According to the one-the-spot survey,there are no rare plants and animals. 2. Agriculture Production There are plenty of gardens here producing apples and pears with small amount of vegetables. The main alimentary crops are: wheat, corn and rice with per mu yield of 500kg. 3. Agriculture Soil The soil is not suffering from Pb,but it is poor. 1. 2. 2 Main Environmental Sensitive Spots and Sorroundings Quality within the Range of Assessment 1. There are only three villages with a population of 1,200 from 300 households whc will be effected, 100 people being the first. Surroundings Quality I)Acoustic Environment Quality According to the survey, the acoustic environment is good, and the surrou-ndings are quiet. 2)Atmospheric enivronment quality According to the 1994 s survey,the primary walue and daily average value of CO and NOx did not exceed the standard;the primary value of TSP did not exceed the standard either ,but the daily average of TSP did at individual spots. 3)Drinking Water The residents drink ground water or spring water which accord with the standard. The Wei River through which the route passes has been polluted at .3. the upstream sections. Thanks to the drainage from the industries,the water is suitable only for irrigation. While the water quality in Tangyu Rlver and Qingshui River is clean enough for drinking. 1. 2. 3 Tourist Resoureces and Historical Relics Being rich in plentiful tourist resoureces,this area has become one of the important tourist resorts. 1. The termination place of the route is the TaiBai national forest park which fearures beautiful scenery,complete glacial topography ,various temples, abundant animal and vegetation resoureces , medical hot springs which attract many tourists. 2. In the north of the starting point about 20km, in the boundries of Fufeng County, there is a worldwide famous Buddhist Temple where Sakymuni finger relic is kept. And this has made it attractive for toursits in the western pan of Shaanxi. 3. Along the route at Lujia Village, Yangshao Culture remains were found, which is the state-leveled relic. .4. 2 Major Impacts on Environment and Preventioan/Control Measures. 2. 1 Major Impacts on Environment 2. 1. 1 Surface Water 1. The water in Wet River will not be effected seriously because of the construction of the road. 2. The water in Qingshui River and Tangyu River is clean, but it will probably be effected to some extent temporarily owing to the sewage,garbage and sprinkle from vehicles. 2. 9. 2 imprac on Iredde nt r^ L _ -d prcductl l. There will be little effect on farming, irrigation works and traffic because of interchanges,overhead bridges, and culverts 2. According to the prediction,during operation period of the road it will not affect the villages much in acoustic environment ,atmospheric environment, water quality and soil. 3. An especially large bridge will be built over the Wei River for the need of flood relief. 4. During construction, the project will result in constructin noise, dust, bituinous smoke and sewage. But because of the small scale of construction ,the effect will not be obvious. 2. 2 Prevention and/or Control Measures The following measures are to be taken to decrease the effect to a minimum. 2.2. 1 Surface Water Prevention 1. Earth and stone transport vehicles are not allowed to be overloaded to decrease sprinkle. 2. Rolling work should be done timely after filling to reduce soil erosion. 3. Earth ,sand ,and lime at material site should be covered. 4. Sewage should be disposed of somehow before discharged, while garbage moved away when the project Is completed. 2. 2. 2 Effect on the Residents Life and Productin Shouid be Reduced 1. One especially large bridge, three small bridges, one grade separation and three overhead bridges have been designed to meet the need for passage. 2. The foundation constructin will be in the dry season. To meet the need of flood relief,the river course should be dredged before the rainy season. 3. No construction is allowed from 22:00 to 6: 00. 4. Mixing stations should be as far as 500 m away from villages to the leeward. 5. Regular water spraying will decrease dust at the construction sites. There will be only one tender section for the construction phase with one part-time supervisor to monitor nolse,vibration & dust,and he also shall make reports to the project environment monitoring office regularly. A person in charge of environment will be provided under the leadership of the supervision headquarter. The TSP monitor is carried out in the central laboratory. 2. The Environment Protection Office of SPCD will take the responsibility for the environment administration.
