WHEREAS (A) the Borrower and the Association have entered into a Development Credit Agreement dated June 14, 1995, as amended from time to time (the Development Credit Agreement), for the financing of the Urban Environment Project, Credit Number 2728 BUR described in Schedule 2 to the Development Credit Agreement (the Project); (B) the Borrower has requested the Association to provide additional assistance towards financing of the Project, including civil works, goods, and consultants
