Background informat ion Action plan of enviromental management and monitoring for environment protection is put forward on the basis of following documents. a. Environmental Impact Assessment Report for Beijing-Hangzhou Grand Canal Reconstruction Project (Zhejia g Sectian). b. EnvironmentaL Impact Assessment RepoTt for Changxin-Iuzhou-Shanghai Channel Reconstruction Project (Zhejiang Section). c. Environmental Impact Assessment Report for Zhapu-Jiaxing-Suzhou Channel Reconstruction Project (Thejiang Section). d. Environsental Impact Assessment Report Ior Iangzhou-Shanghai ChanneL Reconstruction Project cZhejiang Section). e. Objective and mitigationm measures for environmental protection To avoid adverse effects due to the project during both construction and operation periods, appropriate mitigation measures are presented with aim of protecting the environment and controlling pollution according to appropriate State and Provicial regulations and the Environment Impact Assessment Report. 3 3.1 Pre-construction (design) phase 3. 1.1 Channel 3.1.1.1 Environment factor considered in selecting the center line of the channels a. Utilization of existing the chnneL aligmnent as much as possible so as to decrease construction quantities and preserve Land. b. For sections to be widened, the principle is to widen the channel on -ne side with the new center line inclined to one side again to reduce construction quantities to be removed. c. After comparing the bank protection requirements. houses and other structures to he remaoved on both banks, the bank with less construction qsantities and houses to be removed should be selected as the bank to be widened. 3. 1. 1.2 For newly-excavated bank slopes, bank protection structures are provided in the design to stabilize the slope, protect farmland. and prevent soil erosion. 3.1.1.3 The bridge which need to be reconstructet along the line of project are designed to be rebuilt according to the standard of the channel, using the principle of "Rebuilding before DesoLishing" to avoid impact on vehicle traffic between the two banks. 3.1.1.4 Earthwork excavated during channel reconstruction such as widening, dredging and straightening the alignment shall he used for making bricks and Liles, ased to create land from existing waste land, strenthening dykes on the two banks and backfill materials. Contaminated sediment shalt be 4 disposed of in an environnenlalLy sound manner, including coowing with clean sail in disignated.disposal sites. 3.1.2 Terminal construction project 3.1.2.1 Site selection of terminals a. iland bulk cargo operational terminat of langzhou Port During the site selection, survey aid design personnel have taken into consideration such aspect as reducing removal of houses and acquisition of farmland as much as possible. baLancing fill and excavation needs and preventing soil erosion while conforming with the overall plan of Hangzhou city (e.g. secenery, tourism). Guanjiayanzg situated in the northern suburbs of Hangzhou city, has been recommended as the selected site, where proposed terminal will connec with the Beijing-Iangzhou Grand Canal. The further advantage is the lesser effect on Ihe aesthetics. communications and envirmnment of the city. h b. Railway-waterway transfer terminal of h port v/ During the site selectiorn survey and design personnel have taken into consideration such aspects as lessening removal of houses and acquisition of farmland as much as possible. balancing fill and excavation needs, and preventing soil erosion while conforming with the overal pLan of Huzhou city. After comprehensive analysis of Lhree alternatives, scheme n was recommended as the optimum one as it has a wider river area, a broader landside area, a shorter and more conveninet railway linkage line. It has the further advantage of no villages and less occupied land. c. Railway-waterany transfer terminal of liaxing port During the site selectiom. survey and design personnel have taken into consideration such aspects ts lessening removal of houses mnd acquisition of farltand as much as possible, balancing fill and excavation needs. mnd preventing soil erosion while conforming with the overal pLan of liaxing city. After coordinating with Shanghai Railway Bureau, a port site located about 4ka east from liaxing Railway Station and adjacent to the new railway freight lapot was recmended . Thrs the congested situation of the present liaxing Railway Station can be improved with improvement to communications and urban environment. 3.1.2.2 General layout of terminal a. Inland bulk cargo operational terminal of Hangzkou port Guanjiayang area conects with the Beijing-Iangzkou Grand Canal ensuring Land and water transportation will be smoothly linked. Coal. sand and crashed ztone shall be stored mnd handled separately. Coal storage yards are to be located oa leeward side of the terminal, In addition, according to requirements of eavironmental protection, receiving and treatment facilities for vessels wastes, including oily water and sanitary sewage treatment racllities are to be estabiLished at the terminal. A green belt of the terminal shall not be less than 15' of occupied landarea in accordance with regulations set by NOC. A green belt is to be arranged so as to link part of Lhe operational terminal and adjacent urban areas. The terminal shall he isolated from residential areas. b. Railway-waterway transfer terminal of luzhou port Natural geographical condition shall he fully used to reduce environaental impact, make a smooth linkage of land and water transportation Coal storage yards are to be located on leeward side of the terminal. In addition, 6 according to requirements of environmental protection, receiving and treatment facilities for vesseLs wastes, incleding oily water and sanitary sewage treatment facilities are to be estabilished at the terminal. & green bell of the terminal shall not be less than 15" of occupied landarea In accordance with regulations set by HOC. A green belt is to be arrnaged so as to link part of the operational terminal and adjacent urban treas. The terminal shall be isolated from residential areas. c. Railtwy-wnternay transfer terminal of liaxing part Natural geographical condition shall be fully used to reduce environmental impact, make a smooth linkahge of land and water transportation Coal storage yards are tD he located on leeward side of the terminal. In addition. according to requirements of enviroauental protection, receiving and treatment facilities for vessels wastes, including oily water and sanitary sewage treatment facilities are to be estabilished at the terMinal. A green belt of the terminal shall not be less than Sts of occupied lanuarea in actordance with regulations set by NOC. A green belt is to be arranged so as to link part of the opratiLonal terminal and adjacent urban aTeas. The terminal shall be isolated from residential areas. 3.2 Construction phase 3.2.1 Channel project 3.2.1.1 Noise Soil excavated in the dry,during the reconstruction of channel will be dug -/ by manpower and transported by man-drawn vehicles. so there is no noise. soil below the water level and sediment will be removed by bucket/ladder or ? clamshell drudgo combined with on-board storage, thus generating a certain degree of noise. Noise will also be generated by cement mixers for bank protection engineering. But the degree of noise will not exceed the standard speciiied for class I mixed area, based on data obtained at the site. Noise in general can be alleviated by changing the construction method; e.g.,dredging and uixing operations are to be carried out in the daytime C from 6 I0 to 22X00). In addiltion. it is required that the contractor reduce impacts by reasonable arrangement of activities and carefull management. 3.2.1.2 lapact on laud resources by earthwork enginecring In order to straighten the present alignment, widen and deepen the channel, a large quantity of soil witl be excavated during the channel reconstruction. Excavited soil will be piled on leased lad. in addition to use of the soil for the backfilling behind hank protection. streaghtening of eubankments and making bricks and tiles. These mecsures wilt reduce adverse effects on lnd resources. The economic tosses resulting from land acquisition will be compensated by the State and local govenments according to exisiting regulations. BefoTe returning the land, the contractor shall clear the farmland of residue caused by the construction such as small stone etc. thus restoring the cultivating conditions. Alternatively the contractor shalt pay a certain amount of money to the original tend user. who will recover cultivation himself. Contaminated sediment shall be disposed of separately in an environmentally sound manner. 3.2.1.3 Selectlon of sediment disposal area and protection measures During construction, LIe selected area for sediment disposal shall be far .8 from water resources ( Including ground water waLls) and fish ponds. According to the standard for drinking witer. the sediment disposal area shall not be located within water conservation area defined as looou upstream and lOOu downstream of the ter resources; or within 30. around tho welt, a temporary cofferdau shall be built whene appropriate to pe 7 t separate the sediment disposal areas from outside waterbodies.
