Page 1 August 5, 1994 His Excellency Mr. Ahmed Benbitour Minister of Finance Zighout Youssef Palace Algiers Democratic and Popular Republic of Algeria Re: Loan 3105 AL (Third Ports Project) Amendment to the Loan Agreement We refer to the Loan Agreement for the Third Ports Project (Loan No. 3105 AL) between the Democratic and Popular Republic of Algeria (the Borrower) and the International Bank for Reconstruction and Development (the Bank), dated September 17, 1990 (the Loan Agreement) . We also refer to the Borrower's request to amend the Loan Agreement by letter to the Bank dated July 23, 1994. We are pleased to inform you that the Bank, after due consideration, has acceded to the above request. Accordingly, the Loan Agreement is hereby amended as follows: In Schedule 1, the percentage of expenditures to be financed under Categories 1 (a), 1 (b), 1 (c) and 1 (d) shall be 65%. All the terms and conditions of the Loan Agreement, not amended hereby, shall remain in full force and effect. Please confirm your agreement with the foregoing by signing and dating the confirmation on the enclosed copy of this Letter Amendment and returning it to us.
