(the Borrower) and the International Bank for Reconstruction and Development (the Bank) of even date herewith (the Loan Agreement) and the Guarantee Agreement between United Mexican States (the Guarantor) and the Bank of even date herewith (the Guarantee Agreement). Wherever used in this letter, the several terms defined in the Loan Agreement have the respective meanings therein set forth. With reference to Section 3.04 of the Guarantee Agreement, please find herewith the implementation indicators (Annex 1) and the format of the semi-annual and annual reports on commitments, activities and Project implementation (Annex 2). With reference to paragraphs 1 and 2 of Schedule 1 to the Guarantee Agreement, please find herewith in Annex 3 the staffing profile for the PCU and for the State PCUs.
