This annex deals with the current situation and recent develop- ment of the agricultural sector in Mexico. The analysis of production trends leads to the conclusion that, while Mexicots agricultural progress has been impressive, intensive further effort is necessary if rates of agricultural expansion, compatible with the targets of the Immediate Action Plan, are to be attained. The mission accordingly supports an expansion in the whole range of production-oriented policies already in use, as well as an increase in the official credit and official invest- ment programs which will have a more direct and immediate impact upon the production levels. By the saime token, and in view of the need to raise the levels of output, the mission recommends that even those measures and policies which are socially-oriented to support incomes in the less-privileged rural groups be geared to the maximum extent possible toward raising productivity in the farms. I. CIJRRENT SITUATION AND RECEINT DEVELOPMENTS IN AGRICULTURE A. Mexico's Agricultural Base 2. Topographical characteristics greatly limit the availability of land suitable for agricultural nurnoses in Mexico. No systematic study of the quantity or quality of land resources has been made and available data are the result of incomplets studies 2nd personal observations.
