DATE: June 1, 1992 WORLD BANK GROUP SUPPORT: World Bank loan: $270 million. The World Bank loan is for 17 years, including five years of grace, with a variable interest rate, currently 7.73 percent, linked to the cost of the Bank's borrowings. It also carries an annual commitment charge of 0.25 percent on the undisbursed balance. TOTAL COST: $623.7 million OTHER FINANCING: Cofinancing, $100.2 million; Cukurova Electric Company (CEAS), $253.5 million IMPLEMENTING AGENCY: Cukurova Electric Company ESTIMATED COMPLETION DATE: 1997 PROJECT DESCRIPTION: The objectives of the Berke Hydropower Project are to: (a) accelerate the development of hydro potential; and (b) expand the role of the private sector in power generation, alleviating pressure on the public sector to mobilize financial resources. The project includes: (a) construction of a thin concrete, double curvature dam at Berke on the Ceyhan River to form a gross storage reservoir capacity of 427 million cubic meters, including grout and drainage curtains, tunnel and surface spillways, bottom outlets, intake structures with a 2,050-meter length, a 9.3-meter diameter headrace tunnel, a horizontal steel-lined tunnel, a surge tank, an underground power house with three 187.5-MVA vertical Francis-type turbine generators and their power step-up transformers, and a switchyard with an outdoor double busbar- type switchgear; (b) subtransmission lines and substation facilities to transmit the energy generated by Berke to load centers and expand the 154- kilovolt systems to meet the forecasted demand in the CEAS service area and regional dispatch center; (c) technical assistance for studies related to the regional dispatch center installation and operation and training and procure- ment of equipment; and (d) a program to resettle, as required, 144 people affected by the project, including provision of alternative adequate housing and other community and infrastructure facilities.
