Box 8147 Kampala, Uganda Dear Minister Nkangi: Re: The Alleviation of Poverty and Social Costs of Adjustment Credit Number 2088-UG (Amendment) I refer to the Development Credit Agreement for the above referenced project (PAPSCA) dated February 8, 1990, between the Republic of Uganda (the Borrower) and the International Development Association (the Association), and to your request that an amendment be made to the Development Credit Agreement for PAPSCA, dated August 18, 1992. Having reviewed and accepted your request we propose to amend the Development Credit Agreement as follows: 1. Paragraph I of Schedule I to the Development Credit is amended to read as provided in Annex I to this letter. 2. Schedule 2 to the Development Credit is amended to include the following: Part G: Veterans Assistance Demobilization and reintegration into productive civilian life of about 20,000 Veterans of the Ugandan National Resistance Army, including their families, through: (a) Provision of a settling-in kit inclusive of clothing, building materials, agricultural tools and seeds, schools fees and medical provision (drugs and services) for up to one year, and transport from discharge point to home community. (b) Establishment of, and acquisition of equipment for, a Veterans Administration including District Offices in about 20 Districts, and of District Veterans Officers. (c) Organization, staffing, equipping and the provision of technical assistance to a new unit within PCMU to implement the Veterans Assistance Program. Please confirm your agreement to the foregoing proposed amendment by signing, dating and returning the enclosed copy of this letter to us, at which time the amendment shall constitute a binding agreement.
