Resident Mission in Colombia to ad- vise the Government on its development program a.nd to help in the co- . ordina.tion of external. financial. assistance to Colombia through the con- sul.tative meetings of Governments and lending agencies which a.re being called by the world :Bank at the request of' the Colombian Government. The Resident Mission Will be headed by Mr. Peyton Kerr, 'Who is ex- pected to arrive in Bogota on September 27. From 1948 until. his new . appointment, Mr. Kerr was an officer in the American diploma.tic service, • serving in New Delhi, Tokyo, Teheran, and Rangoon. He returned to the Department of state in Washington in l.96o as Director of the Office of Interna;tionaJ. Financial and Development A:tfa:irs and was later appointed Deputy Assistant Secretary of State for Economic A:ffa.irs. D:>. earlier yea.rs Mr. Kerr served i,-a.rious U.S. Government agencies as an economist; he was also a member of the Economics Faculty of the George Washington University in Washington, n.c. Mr. Kerr was born in Texas in 1903. He is a gra.dJJate of the univer- sity of Cal.ifornia at Berkeley and received his doctor's degree from the George Washington University. .,. ,. "
