TELEPHONE: EXECUTIVE 3-6360 Press Release No. 677 SUBJECT: $8.4 million loan to Uganda March 29, 1961 The World Ba..,:µt today made a loan equivalent to $8.4 arl.llion to the Pro- tectorate of Uganda for the extension of the electric power transmission and distribution systems of the Uganda Electricity Board. Fourteen banks in the United States, Belgtum and The Netherlands will parti- cipate in the loan to the extent of $4,315,000. They will take up portions of maturities of the loan ranging from the earliest to the latest, d~e June 1, 1981. •. V. , The Hague Most of the electric power in Uganda comes from a 120,000-kilowatt hydro- electric installation at OWen Falls on the Nile, a few miles downstream from Lake Victoria. When the plant was constructed it was expected that considerable industrial development would take place as sufficient power became availal,le. • This development did not fully materia,lize and at present only about half the capacity of the plant is being used, including a bulk supply of 22,000 kilowatts  • ,, ) - 2 - • which is sold to Kenya under a long-term contract. The Uganda Electricity Board now intends to widen the power market and is carrying out a development program over the period 1959-1963 designed_ mainly to extend its service area and thus build up the load on the °'1en Falls station. The Owen Falls plant now serves the area aroi.md Kampala and Ji:'lja., the largest towns and main industrial and commercial centers. The main transmission and distribution systems connected with Owen Falls also extend throughout the southern part of Uganda between Lake Victoria and Lake Kyoga and in eastern Uganda as far north as the town of Soroti. In addition, there is a system in western Uganda which is supplied by a small generating plant at Kikagati. Under the development program now being carried_ out, the main system is being extended from Soroti to connect with Gulu, north of Lake Kyoga, serving •• Lira and several small towns en route. power to the townships of Hoima and Masindi. It is also being extended to supply .Another extension in western Uganda will serve Fort Portal and permit tea estates, factories and cotton ginneries in outlying areas to receive a public power supply for the first time. Through this extension it will be possible to supply power to the Kilembe Copper Mines to augment their O'WD. generating plants and thus permit an increase in production. A small hydroelectric station will be built at Kabale which cannot be supplied economically from the main transmission system. The project for which the Bank's loan is being' made consists of the greater part of the Electricity Board's development program and will requlre expendi- tures totaling the equivalent of $14 million. Approximately 95 percent of the expenditure will be for the expansion of transmission and distribution facilities. The Bank loan of $8.4 million will meet the cost of imported goods • an9, services.. The works will be executed partly by the Board's own organization • - 3 - and partly by contractors selected on the basis of competitive bidding under which both local. and foreign firms will be eligible to bid. The loan is for a term of 20 years and bee.rs interest of 5-3/41,· including the l'fo com.mission which is allocated to the Bank's Special Reserve. Amorti- zation wi.11 begin on June 1, 1964. The loan is guaranteed by the United Kingdom.
