Compliance with Major Covenants.  - i - PROJECT COMPLETION REPORT BOLIVIA FIRST EDUCATION AND VOCATIONAL TRAINING PROJECT (LOAN 1404-30) PREFACE This is a Project Completion Report (PCR) for the First Education snd Vocational Training Project in Bolivia, for which a World Bonk loan of US$15.0 million was extended to the Republic of Bolivia in May 1977. The Loan became effective in October 1977. The estimated total cost of the Project was US$21.39 million. Project implementation has ended and the sum of US$4.4 million of the loan proceeds has been cancelled. This report was prepared by a UNESCO mission for the Government of Bolivia under the terms of the Cooperative Agreement concluded between UNESCO and the World Bank. At the invitation of the Government, the mission composed of Messrs. L. Secco (architect and mission coordinator) sad Mr. Hugo Diaz (educational planner, consultant) visited Bolivia from February 1 to 14, 1987. The mission met with the appropriate authorities, particularly in the Project Implementation Units of PEIA (Proyecto Educativo Integrado del Altiplano) and FOMO (Servicio Nacional de Formaci6n de Mano de Obra). The mission also visited Washington, D.C., and reviewed all relevant project files at Baik Headquarters. This PCR is, therefore, based on: (i) the discussions held snd data received by the mission in Bolivial and (ii) file research conducted at Bank Headquarters and discussions with Bank staff. A draft of the report has been reviewed by the Bank's Latin America and the Caribbean Regional Office snd their comments incorporated in the final version of the report. The valuable assistance provided by the Government in the preparation of the report, particularly by the staff of the Project Implementation Unit is gratefully acknowledged. In accordance with the revised procedures for project performance reporting, this PCR was read by the Operations Evaluation Department (OED) but the project was not audited by OED staff. The draft PCR was sent to the Borrower and its agencies for comments in March 1988.
