MNERO SECTOR MANAGEMENT ASSISTANCE PROGRAH The Joint UND?/World Bank Energy Sector Management Assistance Program (ESMAP), started in Apr.l 1983, assiste countriea in implementing the main investment and polley recommtndations of the Energy Sector Assessment Reports produced under another Joint UNDP/World Bank. Program. EtMAP proviaes staff and consultant assistance in formulating and justifying priority pre-investment and investiment pro1ects and in providing management, institutional and policy support. The reports produced under this Program provide governments, .ionors and potenttal investors with the information needed to speed up prolect preparation and lmplementation. ESMAP activities can he classified broadly into three groupa: - Energy Assessment Statue Reports: these evaluat2 achieve- ments in the year following issuance of the original aesessment report and point out where urgent action la still needed; - Project Formulition and Justification: vcrk desioned to accelerate the preparation and implementation of investment projeets; and - Institutional and Policy Support: this werk also frequentlv leads to the identification of technical assistance packages. The Program aime to supplement, advance and strengthen the impact of bilateral and multilateral resources already available for technical assistance in the energy sector. Punding of the Program The Program is a major international effort and, while the core finance has been provided by the UNDP and the World Bank, important financial contributions to the Program have also been made by a number of bilateral agencies. Countries which have nov made or pledged initial contributions to the programs through the UNDP Energy Account, or through other cost-sharing arrangements vith UNDP, are the Netherlands, Sweden, Australia, Switzerland, Finland, United 1ingdom, Denmark, Norway, and New Zealand. WOOD RECOVHRY IX TUBE NACIETO LAR Il 1., The construction of the Nangbeto hydropover plant on the Mono river in Togo is underway. The plant is expected to be commissioned in 1988. It vill be fed from an artificial lake, which vill have a maximum surface (at cote 144) of about 18,000 ha and a minimum extension (at cote 135) of 8,000 ha. Filling of the reservoir vill start during the 1987 rainy season, viz. April-May 1987. 2. The reservoir area is eurrently covered by approximately 2,500 m3 of fuelwood. In the tvo remaining dry seasons, the biomass has to be partially or totally removed on the following grounds: (a) to preserve the quality of the vater stored in the reservoir; (b) to avoid economic vaste by recovering the timber and fuelwood resources; (c) to facilitate the development of a fishing industry vitb'n the artificial lake; (d) to protect the pover plant facilities and to preserve the beauty of the place. 3. A 1984 feasibility study by consulting firme (Sogrtah and Electrovatt) evaluated the vegetation existing in the t,rea to be flooded, the scope of clearing work required to meet accepteble standards, the most appropriate clearing technology, and the financial requirements of the project. The bi-national pover company (CEB), responsible for the hydropover project, requested the Bank's assistance to review the study. The main concern of the pover company vas to avoid getting too involved in business lying outside its area of competence, i.e., in forest exaloitation and marketing of wood. 4. In response to this request, the Bank agreed to finance under the joint UNDP/World Bank 8nergy Sector Management Assistance Program (ESMAP) a mission of a forestry expert and an energy specialist to review the scope and modality of exectution of vork. The vork vas carried out in close collaboration vith the technical staff of the Bank's West Africa Ener;y and Agri,,ultural Divisions. In the field, the ESMAP mission vorked closely jith the CE8, the Togolese forestry service (ODEF), and other concerne4 agencies. This dialogue facilitated the review process. As a result of these discussions, the mission arrived at a number of conclusions and recommendations which vere presented to Covernment of Togo's officials for their consideration.
