TDS Number I 83/55 COUNTRY/PROJECT: Haiti/Urban Development Project DATE APPROVED: March 22, 1983 TOTAL COST: $23.8 million IDA CREDIT: $8 million SPECIAL FUND CREDIT: $13 million OTHER FINANCING: Government of Haiti, $2.8 million IMPLEMENTING ORGANIZATIONS: Secretairerie des Travaux Publiques, Entreprise Publique de Promotion Transport, et Communications (STPTC) de Logements Sociaux (EPPLS) Port-au-Prince, Haiti Delmas 3 Telex: 3490321 rue du Foyer, 34 Port-au-Prince, Haiti PROJECT DESCRIPTION: The project includes: a) rehabilitation and upgrading of the Port-au-Prince central market area; b) a sites and services scheme for the relocation of 1,036 families displaced by the upgrading of the market; c) a pilot sites and services scheme for 1,093 low-income families in Cap-Haitien; d) a pilot sites and services cheme for 278 low-income families in Les Cayes; e) institutional development of the metropolitan market agency; and f) institutional development of EPPLS. PROCUREMENT: All civil-works contracts will be let through international international competitive bidding (ICB) procedures in accordance with IDA guidelines. Local bidders for civil works contracts will receive a preference of 7.5%; on contracts for the supply of equipment and materials, the preference will be 15% of the CIF price, or the applicable import duty, whichever is less. Prior approval of tender evaluation documents by IDA will be required for all contracts totaling more than $250,000. For components financed by the Special Fund credit, eligibility restriction will be applied. CONSULTANTS: About 92 staff-months of international technical assistance for the institutional development of the Metropolitan Market Management Agency and EPPLS will be required under the project.
