Announcement of IDA Approves Nine Million for Water Supply Engineering Project in Uganda on March 19, 1981

The project will assist the government in completing preparation work for urban water supply investments in seven major towns: Kampala, Jinja, Entebbe, Masaka, Mbale, Mbarara, and Tororo. Feasibility and detailed engineering studies will be carried out for the rehabilitation and expansion of water supply facili- ties, upgrading of sewerage systems, and improvement and expansion of sanitation • facilities. Other studies will be made of water supply and sewerage tariffs, manpower and training requirements in the sector, and feasibi.lity of a training facility. A training program for technical staff will be prepared. Technical as3istance will be provided to strengthen the activities of the Project Coordinating Unit in the Ministry of Lands, Mineral and Water Develop- ment, to assist in supervising engineering consulting work, and to develop a program of hygiene education for the general public in water use and sanitation. Funds will be provided for vehicles, staff houses and offices, water meters, testing and repair facilities, and materials. This project will represent the first important step in meeting the basic needs in water and sanitation of about 1.5 million people who are nON not being served in Uganda's major urban centers. The institutional capacity of the organi- zations in the water supply and sanitation sector will be strengthened. The program for public education and better services which are expected to eventually result as af.ollow-upto this project will help to improve health standards in the country. The IDA credit to Uganda is for 50 years, including 10 years of grace. It carries no interest but will bear a 3/4 of 1% service charge a year to cover IDA's administrative expenses. NOTE: IDA credits are denominated in SDRs (Special Drawing Rights), which are • valued on the basis of a "basket" of currencies. Box 3335 Cable: WATERS Kampala, Uganda PROJECT DESCRIPTION: It will include: (a) feasibility and detailed engineering studies, including preparation of tender documents, for re- habilitation and expansion of water supi,fi facilities·, 'upgrading of sewerage systems~ and improvement and expansion of sanitation facilities in Kampala, Jinja, Entebbe, Masaka, Mbale, Mbarara, and Tororo; (b) provision.of about six-staff· houses and offices, twelv···· vehicles, 15,000 water meters, meter-testing ahd repair facilities, and materials for NW~ immediate needs; (c) a water supply and sewerage tariff study; (d) a study of manpower and training requirement~ in the sector, a feasibility study for a training facility, and preparation of a training program for technical staff; and (e) provision of technical assistance. PROCU.REMENT: Contracts for water meters, related tools, and installation material (about $1.3 million), will be awarded on the basis of international competitive bidding, in accordance with World Bank/lDA ~uidelines. These items are not manufactured in Uganda and will be imported. Orders for vehicles, drilling equipment, laboratory equipment, and other material (about $0.4 million), and construction of about six houses and offices (about $1.4 million), will be awarded in accordance with NWSC's procurement procedures requiring at least three quotations on ihe basis of written specifications for equipment and public tender invitation for civil works. CONSULTANTS: The following technical assistance services will be required: (a) one engineer to assist MLMWD in the activities of the Project Coordinating Unit; (b) two engineers to assist NWSC in supervising engineering consultants work; and (c) one specialist to assist the government in developing a hygiene education program for the general public in water use and sanitation.
