The project aims at increasing access to primary educatio~ for children from remote and educationally underprivileged areas and improving the quality and efficiency of up- per seicondary education, particularly in science-based fields. It will also augment teacher training fad 1it i es on the main 1and and in Zanzibar and increase the capacity of key government and parastatal agencies to use funds in the education field. A particular objective of this project is to raise female participation in the education system at both the primary and secondary levels, which is also one of the goa1s of the current Five Year Plan (1976-80). Under the project, the total cost of which is $55 million, 360 primary classrooms • and related facilities will be constructed, furnished, and equipped in four of the least developed districts, and teaching materials, including textbooks, will be provided to 16 rural districts. A demonstration secondary school will be set up at the University of Dar es Salaam as well as two lower secondary schools. Construction, furnishings, and equipment will be provided for science and mathematics teaching facilities in 10 existing schools and one new secondary school. In addition, re-equipment, rehabilita- tion, and refurnishing of such teaching facilities will be undertaken in 34 other exist- ing facilities. About 100 staff-years of graduate teachers of mathematics, physics, and chemistry will be provided for secondary-level education. In order to provide for additional teacher training colleges in the science fields, four teacher training colleges and the Dar es Salaam Technical College will be equipped with sci~nce laboratories. In Zanzibar a new teacher training college will be built and equ.tpped and an existing one will be renovated. Fellowships will be provided for staff in the Ministry of National Education and in Institutions such as the Institute of Education to strengthen their skills and capacity to undertake research» project monttoring. and evaluation. The $25 million tDA credit to Tanzania is for 50 years. including 10 years of grace. lt is interest free except for a 3/4 of 1% service charge to cover IDA's administrative costs. PROCUREMENT: Contracts for civil works, furniture, equipment, textbooks and vehicles, totaling about $26 million including contingencies, will be awarded on the basis of international competitive bidding in accordance with the Bank/lDA's guidelines for procurement, except as follows: (a) civil works contracts for primary schools, and other contractors estimated to cost less than $300,000 each; (b) furniture, equipment, textbooks, and vehicles contracts each cost,ng less than $100,000; and (c) local transportation of furniture and equipment. These are estimated to aggregate about $5.9 million, and will be tendered by competitive bidding and advertised locally in accordance with procedures acceptable to IDA. In bid evaluation, qualified domestic build- ing contractors will be allowed a preferential margin of 7;5% over bid prices of competing foreign contractors, and domestic manufacturers of furniture and equipment will be alfowed a preference of 15% over the c.i .f. price of competing imports or the existing rate of im- port duty, whichever is lower. CONSULTANTS: About six staff-years of consultant services will be required to carry out parts of the preinvestment, project monitoring, • or evaluation studies, and another 12 staff-years for modernizing school examinations • ESTIMATED COMPLETION DATE: 1986 ... 0 -
