Beneficiaries: The Central Authority for Water and Sewerage (CAWS), and the Municipality of Kabul. Amount: US$16.5 million equivalent. Terms: Standard. Onlending Terms: The Government would onlend the equivalent of US$13.0 million to CAWS for 25 years including 5 years of grace, at an interest rate of 8 percent per annum. The Government would carry the foreign exchange risk. Project Description: The project, which places emphasis on services to the urban poor is a continuation of the ongoing Water Supply and Sanita- tion Project (IDA I). It aims to provide the Greater Kabul area with an increased supply of clean drinking water, the beginning of a sewerage system, and improved sanitation ser- vices in selected areas of Kabul, to complement the sewerage system. It would include the equipping of 10 wells being drilled under IDA I; the provision of a 15,000 m3 reservoir together with a booster pumping station; the installation of about 84 km of water mains; the installation of standpipes and hydrants; and about 14,400 meters. In conjunction with ongoing projects, of which this is an integral part, the project would serve 630,000 people, representing about 70 percent of Kabul's urban population. The sewerage component would provide three areas of Kabul with a collector system and disposal arrangements by installation of about 35 km of sewers, a 15,000 m3/day pumping station, a wastewater treatment plant, and house connections. Sanitation improvements would include storage, collection and disposal of human waste from house latrines. The project faces no more than the technical and managerial risks usually associated with water supply projects. CAWS' experience in project implementation under IDA I and the assistance to be provided by capable consultant services would limit project implementation risks.
