The project includes the improvement of two important roads serving mainly agricultural areas of the West African nation. One of these, the new Agou-Notse road, will connect a food deficit area near Agou with the food sur- plus area of Notse. It will also help open up an isolated, sparsely populated • area to migration and further agricultural development. The other, between Aneho and Tabligbo, crosses the densely-populated Maritime Region, an important agricultural region, and ends close to the site of the CIMAO cl inker plant. Other components of the project include preinvestment studies for another road in the northern part of the country; purchase of highway mainten- ance and workshop equipment; provision of technical assistance to the Public Works Department for highway maintenance, and to the Ministry of Commerce and Transport to improve the country's transport planning capacity. This is par- ticularly impor-tant since Togo's transportation network has an important role to play in the development of a sound West African regional network serving the interests of the land Jocked and coastal countries alike. The total cost of the project is estimated at $15.3 mill ion. The $10 mill ion credit will be on standard IDA terms of 50 years, including 10 years of • grace. It will be interest free except for a service charge of 3/4 of l percent to cover IDA's administrative costs. PROJECT DESCRIPTION: Reconstruction of the Aneho-Tabligbo road (45 kilometers) to two-lane paved standards; construction of the Agou-Notse road (51 kilometers) to two-lane gravel standards; purchase of highway maintenance and work- shop equipment; provision of technical assistance and fellowships to the Roads Division for road maintenance and road planning and design; and to the Ministry of Commerce and~ Transports for overall transport planning and coordination; studies for improving opera tions of Togolese railways, and for organizing feeder roads construction and maintenance; and preinvestment studies of the Bassar-Mango road (137 kilometers). PROCUREMENT: Construction services and maintenance equipment will be pro- cured after international competitive bidding in accordance with !DA Guidelines for Procurement. Workshop equipment, amounting to about $50,000 wi 11 be procured according to local competitive bidding procedures acceptable to the Association. Domestically manufactured goods will be allowed a preference of 15 percent, or the level of applicable duty, whichever is less ehen comparing domestic bids with those of foreign manufacturers. Consulting services for technical assistance and for the studies, wi 11 be procured in accordance with the guidelines for the - · cs of Con- sultants by the World Bank and its Borrowers". CONSULTANTS: About 97 man-months of technical assistance to the Ministry of Equipment and Public Works for road maintenance and the planning/design unit, aLout 72 man-months to the Ministry of Commerce and Transport for transport planning and coordination and 13 man-months for other studies.
