IC – Selection of Individual Consultants. IV. Establishment of Plantation 10. Procedures for Community Participation in Procurement: plantation including land clearance and preparation, seedlings, planting of seedling and tending would be implemented by project communities including forest farms and beneficiary households by utilization of local labor, materials, equipment and technology in accordance with the procedures of community participation in procurement as follows: • Selection of beneficiary households: Household would be selected through consultation and participatory approach in accordance with the selection criteria issued by provincial PMO. Community would disclose to the local public name list of beneficiary households. • Annual Plantation Plan: Township Forestry Station would prepare its annual plantation plan, and submit the plan to country PMO, then municipal PMO and Provincial PMO for review and approval. Based on the annual plantation plans approved by both municipal PMO and Provincial PMO, county PMO would implement the annual plantation plan. • Annual Construction Design: Based on overall county plantation design approved by Provincial PMO, county PMO would prepare annual construction design. The design includes: location, type of species of trees, technical standards and management measures. • Signing of Plantation Implementation Agreement with Households/Communities. Based on approved annual plantation plan, county PMO through its township forestry work station will sign plantation implementation agreement with community/beneficiary household. The Agreement would include: (1) scope and location of plantation, (2) name of species of trees and the Bank agreed unit cost per species of tree, (3) implementation schedule, (4) technical and construction standards, and (5) supervision and final acceptance procedures and (6) payment terms and conditions. • Implementation. Community would mobilize its local villagers or hire casual labor, use local equipment and purchase seedlings to implement the activities set out in the signed agreement. County PMO would provide technical support and guidance to community during the implementation. If high quality seedlings are unavailable from local market, county PMO may help purchase the seedlings in large packages and provide such seedlings to community in kind. • Inspection of Completed Plantation: County PMO will verify the completed plantation in accordance with the signed plantation implementation agreement and Plantation Supervision and Inspection Regulation issued by Provincial PMO and issue acceptance certificate. • Payment: Payment would be made on the Bank agreed unit cost basis against completed plantation as verified by county PMO, municipal PMO and Provincial PMO. 11. Construction of Water Storage for Shanxi Province 13. Construction of water storages would be procured through community participation in accordance with the following procedures: a. Signing of Implementation Agreement: Based on annual work plan approved by provincial PMO, county PMO through its township forestry work station would sign the implementation agreement with administrative villages. The implementation agreement would include: (i) scope of works and quantities, (ii) total cost and the unit cost per water storage, (iii) implementation schedule, (iv) technical standards, (v) supervision and final acceptance procedures and (vi) payment terms and conditions. b. Implementation: Administrative villages would mobilize local villagers, use own equipment and purchase the materials from local market to implement the activities as agreed in the signed agreement under technical guidance from county PMOs. c. Payment: Payment would be made on the Bank agreed unit cost basis against completed physical works as verified by county PMOs. 14.
