Progress towards achieving the project development objective (PDO) will be monitored through a set of indicators including: (a) Number of men and women actively participating in decision making at community and district levels; (b) Percent of community and youth investment projects rated satisfactory or better by participating communities; (c) Percentage increase in real income of households in project intervention areas; and (d) Percentage reduction of financial cost induced by average annual flooding in the Budalangi flood plain. Many other aspects of the Governance Action Plan have also been achieved or are in progress - namely procurement of an Independent Fiduciary Oversight Agency and staff recruitment process. The Client has started submitting the IFRs and Page 1 of 6  The World Bank Report No: ISR4909 positioning the project for future withdrawals. The Position of the Bank remain regarding a phased/partial lift of the informal suspension. The Bank will do in the very near future a mission to establish the actual status vis a vis minimization of risk and make recommendations as appropriate. A key action in this Work Program continue to be enhancement of the social accountability Mechanism in the project and therefore refine a list of measures and ensure that these these continue to be reflected in the work program. Emphasis will continue to be on social accountability mechanisms to high risk areas so as to enhance community involvement, transparency, and external checks and controls of Project activities, Public Disclosure Copy for the fiduciary management in particular.
