Project Objectives [from section 2 of PCN] The objective of the project is the building of technical and managerial capacity of civil servants to a) improve government agencies# ability to perform their core functions and b) to enable government agencies to better initiate and manage reforms. C. Project Description [from section 3 of PCN] The proposed project will focus on the human capital development of key agencies of the central government. The reasons for focusing on central government institutions are a) to target the key agencies involved in public sector financial, institutional and human resource management reforms; b) to target agencies that are reforming, either through the implementation of the Bureaucracy Reform Initiative or through their own initiative; c) to allow for the most effective use of limited project resources # that is, to enable a critical mass of officials to avail the learning and development opportunities in each agency; and d) to keep project implementation as simple and as manageable as possible. The details of the components would be established up front and based on the needs identified in institutional development plans, or more precisely, Human Capital Development (HCD) Plans of each of the agencies. These Plans would consist of: a) a vision or mission statement of the Page 2 agency that sets out the goals of the agency over the medium term; b) the competencies and skills needed to meet those goals and to improve the agency#s performance ; c) an analysis of the current staffing and skills of the agency and the identification of the gaps (Annex 2 provides a preliminary assessment); d) the specific training and development programs # fields of study, degree programs at specified higher education institutions, non-degree programs, staff exchanges etc. # needed to fill those gaps; e) the mechanisms for selecting individuals for the programs; f) the modalities for pre-departure training; g) the re-entry procedures to ensure that the acquired skills are utilized to help achieve the goals set out in the mission statement; and h) mechanisms for tracking and monitoring progress and program outcomes. The program would support foreign degree programs (PhD and Masters), domestic degree programs, linked, dual-degree programs between Indonesian and foreign higher education institutions, and non-degree training. The particular mix of the programs would be determined by the respective HCD plans. It is however, envisaged that specialized non-degree programs, including apprenticeships or staff exchanges to foreign government agencies, licensing and certification training would form a significant component of the program. The dual degree programs would also have the secondary benefit of capacity building of Indonesian higher education institutions. D.
