The project will support Sierra Leone's educational goals of creating a closer linkage between education. and employment, encouraging '.i·ural and nonformal training and strengthening educational planning, managemmt and .management training .. The proj act, which will continue and expand the work of a 1970 IDA • education credit of $3 million, will diversify programs in secondary-level edu- cation by providing additional physical facilities and equipment for 19 existing secondary schools and three existing trade schools and by establishing a training program for technical and commercial teachers. Rural and nonfonnal training will be supported through studies and experiments to broaden elementary education and through assistance for the training of rural development personnel at the Ministry of Social Welfare National Training Center. To strengthen educational planning, management and management training, the project will support the plarming operations of the Ministry of Education, the Universiby of Sierra Isone and the Institute of Education. It will also establish an Institute of Public Administration and Management for training managers in the public and private sectors. • 'llle interest-free credit is for 50 years, including 10 years of grace, with a 3/4 of li,; service charge to meet IDA I s administrative expenses. A) Secondar-;-l,3vel education: i) construction and/or eouipment for introdu,:ang practical instruction in 19 existing secondary schools, including complementary worics at six first project schools and staff houses; ii) construction, equipment and fellowships for a tech- nical teacher training program at a secondary teacher college; and iii) construction and equipment for three existing trade schools. B) Rural and non-formal trat~ing: i) A pilot studies fund to help broaden the educational base, develop rurally ori1mted, non-form al vocational training and strengthen the use of radio and support materials to reach youth an~ adults i:1 rural a~e~s; and ii) ~onstruction, e~uipment,. sI?ecialist s~:rvices and. fellow-. ships to assist the Ministry of SoCJ.al Welfare National Training Center in undertaking ex- perimental programs for improving the training of rural development personnel. C) Educa- tional planning, management and management tr8.ining: i) construction, equipment, and fellowships for the planning unit of the Ministry of Education; ii) specialist services for establishing a University of Sierra Leone ll3velopment. Plan; iii) construe tion, equip- ment, specialist services and fellowships for the Institute of Education nnd five regional instructiona 1 resource centers; and iv) construction, equipment, specia lfa t services and fellowships for establishing an Institute of Public .Administration end Management. D) Project administration: Staffing and equipment expenditure for projec·;:, administration. PROCUREMENT: Contracts for civil works will be awarded on the basis of international competitive bidding in accordnnce with IDA guidelines, except for self-help works for which the project will finance building materials estimated to qost US$60,000. The complementary works for first project schools will be carried out under contracts awarded on the basis of international competitive bidding in the first pr0ject. F,quipment and furniture will also be procured on the basis of international competitive bidding and in accordance with IDA guidelineB. To the extent practicable, equipment will be grouped in lots of at least US$40,000.
