Objectives: The project’s development objective was to increase economic activity along the Fuzhou -Shenzen high-priority transport corridor through relieving congestion, facilitating trade and mobility and helping increase efficiency and traffic safety in Southern Fujian . More specifically, the project aimed to : 1. Improve mobility and integration of economic activities between Fujian and Guangdong provinces, 2. Strengthen the institutional capacity of the highway sector institutions in Fujian, 3. Improve the safety of road transport, and 4. Support the development of policies regarding highway maintenance management . The PAD has substantially the same wording, though the fourth objective was worded in the PAD as “develop and sustain a policy dialogue.
