C. 20433 TELEPHONE: EXECUTIVE 3-6360 IDA Press Release No. 74/53 Subject: $8 million for a second education August 8, 1974 project in Somalia Somalia's education development program will be assisted by a credit of $8 million from the International Development Association (IDA), an affiliate of the World Bank Group. The project, which represents the Group's first education operation designed to support development of a national language and a training scheme for nomads ,will help reduce illiteracy and increase the efficiency of Somalia's education system. The expanded enrollment within the formal school system will also help the country to meet various manpower re- quirements. The training programs under the project will assist rural develop- ment. Project schools will have about 6,700 student places of which 3,800 will • be new places . The project will assist Somalia's education strategy by constructing and equipping the Academy of Somali Studies, to include a language laboratory, library and audio-visual work room; construction of an elementary teacher training college with a student capacity of 800; the provision of additional buildings and equipment for ten existing secondary schools and rebuilding of the Fishery and Marine Institute; construction of ten Nomad Training Centers including hostels, housing and ancillary communal services; and technical assistance for management of the project and for the staffing of the Fishery and Marine Institute. It is estimated that the total cost of the project is $10.1 million including the foreign exchange component of $6.1 million. The project will be executed over a six-year period. Project and Schools Con- struction Units, within the Ministry of Education, will have responsibility for project execution. The IDA credit to the Somali Democratic Republic is for a period of 50 years including 10 years of grace. OTHER FINANCING: Government, $2 .1 million IMPLE11ENTING ORGANIZATION: Project Unit for the ongoing IDA project of 1971 -- under the Ministry of Education, 1-bgadiscio, Somalia PROJECT DESCRIPTION: Constructing, furnishing and equipping the Academy of Soma1i Studies and one new elementary teacher training college; improving and extending 10 general secondary schools and replacing a fishery technical institute; constructing 10 nomadic training centers; and technical assistance. PROCUREMENT: Contracts for the main civil works and the larger contracts for furniture and equipment will be awarded on the basis of international competitive bidding. Smaller contracts for ex- tending the 10 secondary schools (about $1 million in the aggregate) ~ and for furniture (about $100,000 in the aggregate) will be advertise~ domestically only and awarded on the basis of comp.etitive bidding. Domestic civil works contractors to be allowed a preference margin of 7.5%, and domestic manufacturers of furniture, a 15% preference or the rate of import duties whichever is lower. CONSULTANTS: Project provides for nine-man years of technical assistance for the Fishery and Mari.qe Institute, and seven-man years for project administration. ESTIMATED COMPLETION DATE: 1980 •
