DETAILED SPECIFICATIONS OF ENVIRONMENTAL MANAGEMENT FOR CONTROACTORS The rule of environmental management details for the project contractors Contractor bears the responsibilities of environmental protection in the project construction duration. Rule 19.1 of domestic construction assessment contract of FIDIC regulates: "The contractors in the process of project construction, finishing and other defect maintenance should take all reasonable action to protect constructional site and its surroundings, avoiding pollution, noise and other results which bring about spoiling and disturbance of public human beings and their finance causing by the construction" 1. Air pollution control resolution (i) Carefully construction , setup constructional plans to control suspended dust, such as blockades setting up, water springkling and timely cleaning up and transport the remaining earth. The vehicles's wheels must be washed before they leave the constructional sites and transported earth must be covered by canvas and etc. The windy waeather must be avoided to load the unload materials. (ii) Regularly check the operational sites and mornitor the TSP value of sensitive points. If it can not satisfy the standard, rectify and improve the operational measures in a limit time. (iii) Administrative and financial punishment if constructional regulations are not abided by or operational measures are not rectified and improved if there are problems. 2. Water pollution control (i) Strictly prohibite the sewage and waste water direct discharge without any treatment. (ii) Strengthen the management od constructional sites, preventing constructional materials from entering into the water bodies nearby. (iii) Reasonable selection of the outputs of water water treatment apparatuses to try to diminish the excavation of the waterways. 3. Noise control (i) Reasonable arrangement of sonstructional duration and time, avoid strong noise impacting on the surrounding residences. (ii) Operate equipments according to the rules, avoiding collision and whistling for the operation direction and etc. (iii) Setup temporal noise blockades (bounding walls ) if necessary, when the constructional sites pass schools, hospitals and residential areas, when the construction site is near schools. The contractors should consult the school authorities to avoiding the disturbance of proper education. Ecological pollution control (i) Replant the grass and trees without any optional damage in the occupied green lands by pipeline construction, sewage treatment apparatuses and public,dry toilets, More attention to the surface vegetation planting after refilling the deserted soil. Clean the temperal occupied lands, dismantle temperal buildings, clean the land and reloosen the dense soil rollered, refill the soil earthed the depression and timely reforest to lower down the water and soil erosion to the lowest limit. (ii) The originate cultivated mature soil is set aside for the constructional temperal occupied lands, After the end of the construction, the soil has to be refilled and flattened, setting up the reforest plannings in the process of bottom sludge settlement and timely virescence, which can resist of the wind and rain erosion and benefits the growth of grass and tress, environmental protection and water body filling up resistance. (iii) Strengthen the staff education, promote careful construction and protect the local wild plants and animals. 5. Soild waste pollution control (i) Unifiedly dispose constructional garbages and deserted soil according to the regulations of the local government, the municipal sanitary departments collects and disposes the household wastes in appointed landfill sites. (ii) Bounding walls and water collecting ditches have to constructed around the deserted soil piling sites to guarantee the easy water draining and resisting the overflowing if the raining water accumulates without draining in wet season. (iii) Timely dispose the constructional garbages and deserted soil and reduce the piling up period in the constructional sites. 6. Social environment ensuring measures (i) 1) According to Chinese government and local resettlement policy and compensation measure, the residents whose glebe confiscated should be compensated reasonable, and their opinion should be listened carefully. (ii) 2) the pipes are constructed separately, digging and backfilling should be ended as soon as possible, the public facilities Approaching hospitals, schools etc are paid more attention to set up the temporary pavement and match traffic warning signs, Traffic principal should lead and attempter in the traffic peak to ensure the pedestrians and vehicles pass smoothly, material transportation be avoid in the traffic peak to reducing the traffic flow pressure of road. The consciousness about cultural relics protection of contractors and managers should be strengthened, once discovering cultural relics, they should report to local cultural relics protection departments and protect the scene carefully, not construct until the department's proper treatment . 7. Environment supervision measure Yunnan PPMO 8 of 42 October 2007 KMUST Annexes of Environmental Management Plan Yunnan Urban Environmnet Project (P096812) Environment supervision is the new requirement of environment protection. Environment supervision works should run through the whole process of construction to ensure a smooth and effective implementation of environmental protection measures. the owners should Commission the person who have environment supervision qualification to assume, ensure that Environmental protection measures are taken by plan, and to guarantee the quality of environmental quality. According to the characteristics of separated construction and being constructed by stage, a preliminary consideration should consider 1 or 2 Environmental Supervision staff, and other environmental management staff can be prepared in accordance with the needs of other departments, the quantity can be decided by work. 7.1 Environment supervision working methodology (i) Environment supervision is brought to environment supervision category, and be managed uniformly by project superintending supervision management department, attends Project director monthly meeting ,reports the last weekly and monthly newspaper to the Director (ii) The environment supervision work meeting, that is attended by headquarters representatives, sub-headquarters representatives and environment supervision, should be held regularly. Combining with the near environment supervision work, attendee resoles problems and make plan of next phase, (iii) Environment supervision regular meeting, that is attended by headquarters owner representatives, headquarters representatives, all Participation construction units and supervision units, should be held monthly. (iv) Forming a soundly scene environmental management system, establishing the Leading Department of Environmental Protection, which is responsible for Environmental Protection leading works. The organization extends to the construction team and teams, divide the responsibility region, implement Responsible person. 7.2 work contents of environmental management A. Environmental management during construction preparing Censor environmental protection items of projects' construction and organization schedule edited by construction unit; Check up environmental protection system whether or not with reason, and join &examine & approve & refer & requisite reports about project's start working; additionally, execute engineer management to contaminative projects' construction and monitoring its implement. B. Environmental management during projects' construction Organizationally design and workout work points of environmental protection according to different construction stage. Propagandize environmental protection and point out sensitive spots of environmental contamination for construction unit. Judging by main pollutants during construction, supply detail environmental protection measures; censor environmental protection programs of construction stage; and check up that construction unit's environmental protection system whether or not run normally, environmental protection measures whether or not carry out; execute engineer management to water and soil preservation measures' construction. C. That could do good for supervising and management, make kinds of environmental protection measures and works bring into effect. (ii) Propagandize environmental protection laws and codes. That could improve constructors' environmental protection consciousness, and help constructors with environmental protection works. (iii) Make out environmental management acceptance check at stage. Execute it to finished projects. Make sure that projects' environmental protection procedure is entire and material is integrity after projects finishing. (iv) Sign environmental protection items in contract for projects that haven't invited public bidding; auditing environmental protection contents what in construction organization design; increase chapters about environmental protection in detail during construction organization design. The operative technology management resolutions (i) Establish operative managements and operative responsibility rules of sewage treatment facilities (ii) The managers and operators should be trained. Meanwhile , the department should set up technique check records and if the workers will not pass the check they shouldn't mound guard. (iii) The experienced special technical worhers who are retained do the technique management work. (iv) Water transportion pipeline inspection should be strengthened to avoid the industiy waste water entrying the sewage treatment facilities. The workers should deal with the problems in time. (v) The maintenance and management of the facilities and establishment should be strengthened and the main facilities should have substitutes. (vi) The water collective wells should be closed in oder to diminish the odor from the wells. The sewage should be transported to the sewage treatment facilities and the dehydrated screenings should be cleaned and transported. (vii) The conditional villages implement the separate drainage system to avoid untreatment sewage overflowing when the rainstorm days. (viii) The plants which are good effective to clease the odor matters are selected to reforest entourage of the sewage treatment facilities. (ix) The workers should have an interview with the residents round the sewage treatment facilities and hear their advise. 2. The preparative cases about the risk accidents. (i) After accidents or emergencies happening, the client of accidents or discovers should inform the chief on duty or lash-up emergency treatment leading group and adopt the lash-up resolutions to avoid the accidents enlarging. (ii) The lash-up members adorn labor insurance things, bring the lash-up implements and then go to the locale to treat the environment accidents or emergencies after they are informed by the chief on duty. (iii) The lash-up emergency treatment leading group should arrived at the locale in 5 mintues and command and assist to the treatment of accidents or emergencies. (iv) If the sewage treatment facilities happen accidents, the workers should guarantee the screens and sand setting tanks working well to put down the SS and COD in water. (vi) If there are unavoidable exterior causes such as the paroxysmal natural disasters which will result in the untreatment sewage outdischargeing, the workers should request the part or whole residents stopping to discharge the sewage into the pipeline in order to guarantee safe of the water function. (vii) During the accidents and treatment period, the workers should hang warning symbols on round water area of putout to remind of relational departments taking preventive resolutions. (viii) When the accidents are happening, the chief on duty after informed should immediately inform the Municipal Constructional Bureau(MCB) and EPA of Dali prefecture. The MCB and EPA should monitor the water quality of correlative water area as soon as possible. 3. The odor pollution resolutions (i) Accoding to the dominant wind direction and the optimize project layout, the constuctors should reasonably set up the facilities like as screen and collective wells which are main producing the odor. They should close the screen and collective wells or set up blockade around them to guarantee the sanitary protective distance. (ii) Strengthen the odor pollutive resources management. From the pollution resources, control the every tache which produce the odor and upbuild a right duty resbonsibility and monitoring mechanism. The main resolution to reduce the odor is strengthening management of the sewage treatment facilities, dry toilets and public toilets in the operation period and clean the sludge and transport and dejecta in time. Use the hermetic tankers to transport the sludge and transport and dejecta. The routing should keep away from the megalopolis such as residential area, shopping centre and tour area. After the project working, the workers should be trained about the accidents treatment to reduce the odor impact on the crowed. (iii) Strengthen the virescence. It is very important for virescence projects to improve surrounding environment quality of the sewage treatment facilities, dry toilets and public toilets. The virescence design should finish in the same time with shop drawing design. Plant the big arbor, bushiness and the pine trees and plant big trees at the edge to form multilayer shelter belt. The shelter belt can reduce the impact degree of the odor pollution.
