The credit will help implement Tanzania's educational development plans, including the major national objective of universal primary education, and will furthP,:r support Tanzania's rural development program. Three previous IDA credits assisted education projects in Tanzania. The first was in 1963 and it sunorted expansion of secondary educat,1i.on success- fully completed in 196 7. A second credit in 1969 was for a project geared to • helping teacher training a.nd technical education. was in 1971 and is helping agricultural education. The third education credit Although these projects are progressing satisfactorily there is a need for further expar.sion of teacher training, di versified secondary education, medical education, and training in other skills essential for the integration of ~arious types of rural education, as well as training designed to emphasize work- oriented programs fot youths and adults. The present credit is intended to help meet this need and will also support an experiment tn practic~l educatio~ and adult literacy in "ujamaa villages" through community education centers. ·The project is based on a review commissioned by the World Bank Group and carried out by the Overseas Liaison Committee (OLC) of the Ametican Council on Education. The project provides buildings, furniture and equipment for the following: three secondary schools with diversified curricula designed to overcome a pro- jected shortfall of graduates, through 1985, of about 3,000; two new primary teacher training colleges geared to prevent an annual deficit of 400 primary • teachers which would otheIWise develop over the next 15 years; two vocational training centers at Tanga and Mwanza to alleviate. the shortage of skilled wo?"kea and promote the. decentralization of industrial ~evelopment. In addition, the capacity of the teacher training college at Bagmnoyo will be increased fiom 120 to 360 students. IDA P.R. No. 73/18 -- Tanzania-~ education - 2-- •• A rural health center in aagaiooyo and the Faculty of Medicine at Dar es Salaam will be provided with facilities designed to achieve a twofold increase in the annual output of physicians. These facilities include laboratories, workshops, seminar rooms and housing units. Eight community educat'ion centers, wlth new student places for about 2,400, will be constructed and equipped to support ujamaa villages in the Dodoma region. The project will also provide about 50 man-years of technical assistance and 35 man-years of fellowships for: staff devel0pment at the Muhimbili Faculty of Medicine; strengthening of the project implementation tmit; and identifica- tion of management training needs on a national basis. A project unit already estab.lished within the Ministry of Education under • the second education project will be responsible for implementation and a project coordinator is to be selected. The total cost of the project is estimated at $14.6 million. The IDA credit of $10.3 million will finance about 70% and meet the estimated foreign exchange component of $5.9 million and the $4.4 million of local costs. The Government will finance the :temainder. PROJECT DESCRIPTION: The project will help the Government'ls education development program by the construction, fumishing and equipping of 3 general secondary schools, 2 pre···service primary teacher training colleges, 2 vocational trainlng centers and 8 conmiunity education centers. It will also provide the extension, supplementary furnishing and equipping of an in-serrice priu1ary teacher training college, the Faculty of Medicine of the University of Dar es Salaam, and the Rural Health Center of Bagamoyo. The project includes 49 man-years of technical assistance and 55 man-years of fellowships. PROCUREMENT: International competitive bidding for civil works (other than the construction of community education centers (CECs) and vocational training centers); and for furnitur0;, and vocational training centers; and for fumiture, equipment and construction 111aterl.ala for CECs. Local suppliers will receive a 15% preference margin.
