C. 20433 TELEPH9NE: EXECUTIVE 3-6360 Bank Press Release No. 73/34 Subject: $33.0 million loan to Zambia June 4, 1973 for an education project The World Bank has approved a loan of $33 .O million to Zambia for an education project which will provide additional training facilities for medical and agricultural personnel, establish a more economical and efficient educational services center, and complete the installations ·and equipping needed for the secondary schools and teacher training colleges financed by an earlier Bank loan. Since 1964, Zambia has made considerable progress in expanding primary, secondary and higher education, attempting at the same time to improve the quality and relevance of t~e educational system. For example, a di versified curriculum, including agricultural, commercial, home economics and technical courses, is being introduced in secondary schools. • The Bank has already made two loans for education in Zambia amounting to $22. 7 million. The loan announced today will further assist the Government in carrying out its educational program. The project consists of new construc- tion, extensions to and/or: equipment for the following: 12 medical training institutions; a University School of Agricultural Sciences; seven farmer train- ing centers, three farm institutes and two mobile training uni ts; an Educational Services C.enter; 61 secondary schools and four teacher training colleges. In the medical field three training institutions at Oiainama Hills will be integrated'and expanded to double the output of medical and health assistants and provide advanced training for teachers and supervisors. To meet the crucial shortage of nursing personnel, a new health Services Training School will be ~uilt at Ndola to train registered nurses and midwives, and radiological and laboratory assistants. A new training program will be introduced at the Uniersity 's teaching,.;hospital in Lusaka for senior nursea, administrators and nurse tutors. Three training schools for practical nurses and midwives will be built adjacent to prov+ncial hospitals and a fourth expanded. Five important services, all of which support curriculum development and improvement of the country's general education system, now occupy separate and tmsuitable accommodati·ons. The project will bring together these services into one center to be built at Lusaka. Their centraliza- tion will result in qualitative improvement and reduce costs through the pooling of physical staff and other resources. When the first education loan was made by the Bank, the Government had intended to finance certain related facilities, but because of severe financial difficulties could not provide the fwtds. Therefore, the loan announced today includes $15 million for these facilities which include water supplies, sewage treatment systems, staff housing, additional work- shops, class rooms and communal facilities for 61 secondary schools and • 4 teacher training colleges. The total cost of the project is esti.mated at the equi,,alent of $40.1 million. The Bank loan of $33.0 million will be for a term of 25 years, including 10 years of grace, with interest at 7'!(/o per annum. The loan will cover all the foreign exchange costs of $25.3 million and $7. 7 million of local costs. The remaining financial requirements of $7 .1 million will be met by the Government of Zambia. The project was identified by a mission sent to Zambia under the Cooperative Program of the Bank and the Food and Agriculture Organization (FAO). PROJECT DESCRIPTION: The proposed project will assist the Govenuuent in implementing its education development program by the construction of new facilities for extensions to and/or equipment for 12 medical institutions; a University School of Agricultural Sciences; 7 farmers • training centers, 3 farm institutes and 2 mobile training units; an educational services center; 61 secondary schools; and 4 teacher train- ing colleges; and by providing a total of 115 man-years of technical assistance and fellowships. IMPLEMENTING ORGANIZATIONS: Three project units will be responsible for different parts of the project: An existing unit in the University will construct the School of Agricultural Sciences, University of Zambia, P.O. Box 2379~ Lusaka; an existing project unit in the Ministry of Education and Culture, Zambia World Bank Project Unit, P.O. Box 3370, Lusaka, will be responsible for the additional facilities for the 61 ~eic- ondary schools and four teacher training colleges; and a new unit in the ~d.nistry of Power, Transport and Works, P.O. Box RW65, Lusaka, will be responsible for the remaining it~,ns. PROCUREMENT: Civil works contracts and procurement of equipment will be subject to international competitive bidding with the exception of civil works costing less than $156,000 (Zambia kwa,d1a 100,000) and for furniture and equipment costing less than $31 9 000 (Zambia K20,000). A 15% preference margin wil~l be accorded to local suppliers of furniture and equipment. / I CONSULTANTS: The following technical ·~1ervices are to be p.rovided under the project: 30 man-years for administration and teach~ng in medical training institutes; 27 man-years of planning and teaching st\aff at the University School of Agricult.ural Sciences; 1.5 man-years for an evaluation study of • farmer training progrt~ms; 56 man-years for the new project unit and the Buildings Branch in the Ministry of Power, Transport and Works.
