Project Objectives [from section 2 of PCN] The aim of the project is to restore an adequate public utility service for electricity and water in urban areas of Madagascar and to create the foundation for a sustainable expansion of a commercially-oriented service in the most cost-efficient way. C. Project Description [from section 3 of PCN] The proposed lending instrument for this operation would be a two-phase, five year APL (2006- 10). For the Phase 1 (mid-CY 2006 to end CY2007) of the proposed APL is presented here. IDA funding of about US$10 million for APL-1 is proposed to be conditioned on a new letter of sector policy articulating the Government's long-term strategy. Only the most pressing needs of the electricity (and possibly water) sector would be covered by APL-1. The APL
