TEDA TURKISH ELECTRICITY DISTRIBUTION CORPORATION GENERAL DIRECTORATE ENVIRONMENTAL MANAGEMENT PLAN ALASEHR II LV-MV ELECTRICITY DISTRIBUTION NETWORK REHABILITATION PROJECT TABLE OF CONTENTS 1- DEFINITION OF PROJECT 2- MEASURES PLAN 3- MONITORING PLAN 4- PROGRAM 5- INSTITUTIONAL ARRANGEMENTS 6- INTERVIEWS WITH THE PEOPLE TO BE AFFECTED FROM THE PROJECT 7- DISTRIBUTION LIST 1- DESCRIPTION OF THE PROJECT a) Title of the Project Alasehir II LV-MV Electricity Distribution Network Rehabilitation Work b) Description of the Project Within the scope of the approved Master Project of the Town of Alasehir, the City of Manisa constructing 4 Distribution Centers and also assembling of underground lines to the ring line between these Centers and transforming of the LV network installed at the same route that has been completed its economic life cycle and has no safety clearance in some areas to a network with underground lines. Note: Equipment to be used in the project shall not contain any PCB. c) The Aim and Justification of the Projects Since the current network failures negatively affect the whole city, it is required to construct all necessary buildings and to install the ring line within the scope of the project. It will be convenient to install new buildings as modular system. Furthermore, the LV line must be reinstalled as a network with underground lines due to the fact that it has already been deformed and has no safety clearance at some areas. The current network installed in 1970s has iron poles. The network that had been completed its economic life cycle was attempted to install again with concrete poles in 1980s but it had only included a small section of the whole network. Buildings constructed under and the sides of the routes due to uncontrolled settlements without any protection foreseen within the Municipal development plans and thus the safety clearance required within the regulation for Electricity Power Current Plants were ignored and violated at same places. Failures in isolators and conductors on the aerial lines cause difficulties in supplying energy. Furthermore, it was deemed that the shared LV-MV Network that has been installed at the same route and is required to be renewed due to expiry of its life cycle will be transferred to the underground. In this way, it is aimed to install the aerial electricity distribution networks as underground lines in order to solve the problems within the networks with aerial lines, to supply uninterrupted and continuous energy with a regular voltage and a stable frequency, to provide harmony with the environment, to decrease losses-leakages, to prevent loss of human lives and assets, to decrease the cost of operation, and to provide positive assets to the country's economy. d) The Benefits of the Project The above mentioned project is not a new one but it is acceleration and expansion of the projects that have been partially implemented due to limited amounts of allocated budgets. The following issues shall be maintained with the implementation of this project: 1- The needs of all customer groups shall be met as the energy interruptions will be significantly decreased; 2- The amounts of loss-leakage energy shall be decreased; 3- The operation costs shall be decreased; 4- The sales shall increase as the energy that cannot be sold due to failures will be easily sold; 5- The rate of failure that may cause material and personnel losses shall be decreased and thus the indemnity costs that may be paid shall be reduced; 6- Visual pollution and the occupation of pavements shall be eliminated; 7- The life cycles of the equipments shall be increased due to the decrease in failures; 8- Penalty fees that must be paid in accordance with the Law for Electricity Market with the Issue No. 4628 shall be corrected and improved. 2- MEASURES PLAN This section of the report includes the "Measures Plan" that establishes the steps required to ensure conformity with the principles and procedures laid down in the national environmental legislation during the planning/project design, construction and operation activities of the proposed (underground cable) project. Whether each vehicle used for construction works has measured its exhaust emission levels in accordance with the criteria set by Exhaust the Ministry of Environment and Emission Forestry as well as their Contractor "Motorized Vehicle Exhaust Emission Measurement License" shall be checked and supervised. In order to avoid any damage on other infrastructure systems (water, natural gas, sewerage, Contractor communication, transportation, Construc- Excavation etc.), the related agencies and tion entities shall be informed in writing before starting excavation works. In order to avoid any danger that may be posed by the project against public safety (particularly for children), people must be prevented from entering the construction sites, using plastic Public Safety stripes, barriers as well as Contractor phosphorous enlightened warning signs. Furthermore, the necessary measures shall be taken to ensure a safe flow of traffic in cooperation with the related agencies. Restoration of Construction The construction site shall be Contractor Site restored to its previous position. Operating frequency is 50 Hz, magnetic flux density is 6.4 G (0,64 mT) and electrical field intensity is 10 kV/m. In conclusion, through the specification of the measures required to minimize the above mentioned environmental aspects of the project, it is estimated that the activities to be carried out within the framework of the proposed project will not have significant impacts on the environment. 3- MONITORING PLAN This section of the report includes the "Monitoring Plan" that establishes the monitoring stages required to ensure conformity with the principles and procedures laid down in the national environmental legislation during the planning/project design, construction and operation activities of the proposed (underground cable) project. These plans also specify the agencies and authorities responsible for taking the necessary steps. During the construction stage, TEDA (companies) shall supervise the performance of contractors in complying with the provisions of the Environmental Management Plan. To this effect, the contractors shall be required provide reports every three months, and on-site reviews shall be conducted when necessary. These progress reports to be received from the contractor shall be reviewed by the Distribution Company/Operation Directorate and the findings of the reports shall be compared with the own observations of the administration. As a result of the review, this Distribution Company/Operation Directorate shall communicate its recommendations to the Distribution Company, which will take action to put in place the necessary measures in line with these recommendations. In case of any report submitted to the World Bank regarding the project pursuant to the agreements, such reports shall mention the Environmental Management Plan as well. 6- MEETINGS WITH THE PEOPLE THAT WILL BE INFLUENCED BY THE PROJECT It was publicly announced by the Municipality on the date of 27 January 2006 that an information meeting relating to the Alasehir II project for the public would be held. THE PRESENTATION DELIVERED AT THE MEETING Yakup ONDER, the Vice President of the Provincial Directorate delivered a detailed information with references to the project on distribution centers, ring lines which will be installed as underground lines and the LV network which has been planned to be a network with underground lines within the scope of Alasehir II project which has been planned to be performed between the years 2006-2009 with the loan credit to be received from the World Bank. He also expressed that the projects to be performed would be aimed to distribute energy without any problems. QUESTIONS AND ANSWERS The meeting minutes were given in the appendix. MINUTES OF THE PUBLIC INFORMATION MEETING ON ALASEHIR II LV-MV UNDERGROUND NETWORK ENVIRONMENT MANAGEMENT PLAN Speaker: Yakup ONDER (Vice President of the Provincial Directorate) Participants: Mehmet YILDIRIM (Installation Director) Kasim OZCIKRIKCI (Electrical Engineer) The citizens specified within the attached list were present at the public information meeting held at the Meeting Hall of the Alasehir Municipality on the date of 28 January 2006 at 12:00 and the following questions were posed after the presentation delivered by the speaker and the answers given by the speakers were specified below. QUESTION: Asked by Mustafa Cura: It was our neighborhood where the first underground network was installed but the locations of SDBs were between the two buildings. Isn't it necessary to locate them at suitable places? ANSWER: Replied by Yakup Onder, Vice President of the Provincial Directorate: SDBs are located to places where they are closer to the buildings and houses and they are generally located between the two buildings. In this way the costumer line is shorter. If SDBs are located at the front side of pavements, there will be more subscriber cables under the pavement and it will be difficult to carry out service and maintain activities in the event of a possible failure in the future. QUESTION: Asked by Uzeyir Kokten: It was our neighborhood where the first underground network was installed in Alasehir, but the electricity power outages are still continuing. Why is that so? ANSWER: Replied by Yakup Onder, Vice President of the Provincial Directorate: It is not enough to prevent any failure only by assembling in your neighborhood an underground network since the whole city lines are required to be rehabilitated. The underground network is still negatively affected by the failures at the existing lines. These failures that are caused by the weather conditions will be avoided as the ring lines will be underground network after the works we will perform. Furthermore, as it is a ring line, any failure will only affect small areas at shortest distances. QUESTION: As we observe in our area, in case of a digging work, dust and debris would remain there for months. Will we again suffer from this situation during these works? ANSWER: Replied by Yakup Onder, Vice President of the Provincial Directorate: Such types of complaints may be received during our works. However, it will not be the case that the roads and streets will not be closed to the traffic for months as the ducts we will construct will only be small part of the road with an area of 40-50 cm. As the debris due to the digging works will be immediately transferred to the place shown by the municipality and as our ducts will be filled with aggregate materials (tuvenan), it is not possible to cause much dust and earth during our works. However, you may experience some difficulties during the completion of this service. Furthermore, the length of any duct cannot be more than 1000 meters as the cable production is limited to 1000 meters. It is not also possible to construct longer ducts within provincial areas. Therefore, ducts will be opened and then closed partially. I hope this procedure will decrease our difficulties. QUESTION: Asked by Sadik Yildirim: Won't it be better if the municipality performs the asphalt coating of the roads? ANSWER: Replied by Yakup Onder, Vice President of the Provincial Directorate: Asphalt coating of the roads is under the liability of the contractor. Based on the agreement that the contractor will make with the municipality, these activities can be performed by the municipality or by the contractor itself. It is not likely to experience any collapse in the asphalt coating since the ducts will be filled with a special filling material called as aggregate material (tuvenan). However, in the event of any collapse of asphalt coating, the required activities will be performed upon TEDAS auditors. QUESTION: Asked by Hasan Ceylan: Will there be any failure in our telephone lines and water lines due to these works? ANSWER: Replied by Yakup Onder, Vice President of the Provincial Directorate: It is possible to damage other infrastructure during the performance of the digging works. However, we show great care for the routes of the Municipality and Telecom by informing them during our meetings with their authorities before we commence our works. Consequently, there might be such damages which may cause failures in these services but we are trying to experience such cases at minimum levels. QUESTION: Asked by li G
