TEDA TURKISH ELECTRICITY DISTRIBUTION CORPORATION GENERAL DIRECTORATE ENVIRONMENTAL MANAGEMENT PLAN BALIKESR (CENTER) LV-MV ELECTRICITY DISTRIBUTION NETWORK REHABILITATION PROJECT TABLE OF CONTENTS 1- DEFINITION OF PROJECT 2- MEASURES PLAN 3- MONITORING PLAN 4- PROGRAM 5- INSTITUTIONAL ARRANGEMENTS 6- INTERVIEWS WITH THE PEOPLE TO BE AFFECTED FROM THE PROJECT 7- DISTRIBUTION LIST 1- DESCRIPTION OF THE PROJECT a) Title of the Project Balikesir Central LV-MV Electricity Distribution Rehabilitation Project b) Description of the Project This work is the installation of required Distribution Substations and the installation of primarily 52% section of the total network with underground cable lines in accordance with the Regulations on Electrical Power Installations and provisions specified in the Article 2.11 of the Technical Specifications of the Project within the duty area of the Provincial Directorate of UEDAS Balikesir. Note: Equipment to be used in the project shall not contain any PCB. c) The Aim and Justification of the Project It is aimed to install the electricity distribution networks as underground cables in order to provide positive assets to the country's economy by increasing the MV voltage level of the network from 6.3 kV to 34.5 kV, solving the problems experienced within the network with overhead lines, forming the ring network by means of establishing distribution substations required for supplying uninterrupted and continuous energy with a regular voltage and a stable frequency, providing harmony with the environment, decreasing technical and non- technical losses, preventing loss of human lives and assets and decreasing the cost of operation. d) The Benefits of the Project Voltage drop and loss of power is experienced in the medium voltage caused by the increase in loads due to 6.3 kV network voltage and in the event that the project is not implemented, new transformer substations (TS) (34.5 kV-6.3 kV) are required to be constructed without delay. It is only with the implementation of the project that failures and electricity power outages, which are experienced with the operation of LV network with copper lines that were installed at many places during the period of Provincials Bank and the MV network with a voltage of 6.3 kV that has already completed its economic life cycle as well, can be decreased to a very minimum level; and thus operation and maintenance and service costs and other costs- such as less indemnity payments due to the reduced risk of any accident- will be also reduced. Due to the fact that no place for the new transformers has been determined yet, several AER circuit conductors are used to meet the needs of the increasing load at many places and this situation causes disadvantages and dangers in terms of both the operation and the environment. In the event that the LV network is installed as a network with underground lines, this unfavorable situation will be eliminated by means of a higher number of LV outgoing feeders. Although the electricity power with quality must be supplied to the customer in an uninterrupted manner, the relevant regions are subjected to electricity power outages for long periods due to failures with the distribution network that supplies energy to the mass housing residences which are not included in the ring. In the event that the project is implemented, there will be no region that is not within the ring. If new Centers Substations (DC) are constructed, Power Transmission Lines (PTLs) passing through the settlement areas with long intervals are to be availably supplied by these DCs; as a result, protection of human life and assets will be ensured at the buildings which are constructed under and nearby these PTLs without maintaining the safety clearances. 2- MEASURES PLAN This section of the report includes the "Measures Plan" that establishes the steps required to ensure conformity with the principles and procedures laid down in the national environmental legislation during the planning/project design, construction and operation activities of the proposed (underground cable) project. Whether each vehicle used for construction works has measured its exhaust emission levels in accordance with the criteria set by Exhaust the Ministry of Environment and Emission Forestry as well as their Contractor "Motorized Vehicle Exhaust Emission Measurement License" shall be checked and supervised. In order to avoid any damage on other infrastructure systems (water, natural gas, sewerage, Contractor communication, transportation, Construc- Excavation etc.), the related agencies and tion entities shall be informed in writing before starting excavation works. In order to avoid any danger that may be posed by the project against public safety (particularly for children), people must be prevented from entering the construction sites, using plastic Public Safety stripes, barriers as well as Contractor phosphorous enlightened warning signs. Furthermore, the necessary measures shall be taken to ensure a safe flow of traffic in cooperation with the related agencies. Operating frequency is 50 Hz, magnetic flux density is 6.4 G (0,64 mT) and electrical field intensity is 10 kV/m. In conclusion, through the specification of the measures required to minimize the above mentioned environmental aspects of the project, it is estimated that the activities to be carried out within the framework of the proposed project will not have significant impacts on the environment. 3- MONITORING PLAN This section of the report includes the "Monitoring Plan" that establishes the monitoring stages required to ensure conformity with the principles and procedures laid down in the national environmental legislation during the planning/project design, construction and operation activities of the proposed (underground cable) project. These plans also specify the agencies and authorities responsible for taking the necessary steps. During the construction stage, TEDA (companies) shall supervise the performance of contractors in complying with the provisions of the Environmental Management Plan. To this effect, the contractors shall be required provide reports every three months, and on-site reviews shall be conducted when necessary. These progress reports to be received from the contractor shall be reviewed by the Distribution Company/Operation Directorate and the findings of the reports shall be compared with the own observations of the administration. As a result of the review, this Distribution Company/Operation Directorate shall communicate its recommendations to the Distribution Company, which will take action to put in place the necessary measures in line with these recommendations. In case of any report submitted to the World Bank regarding the project pursuant to the agreements, such reports shall mention the Environmental Management Plan as well. 6- MEETINGS WITH THE PEOPLE THAT WILL BE INFLUENCED BY THE PROJECT - Public Announcement An announcement brochures to inform public about the information meeting were printed and distributed to the public at collection departments as well as invitations to trade associations and elected executive heads of relevant Neighborhoods were made with a written notice dated on 3 January 2006 with the issue no 1104-051. - Date when the meetings were held Balikesir Center: 04 January 2006, Time: 10:10
