Key development issues and rationale for Bank involvement Development of the Guangrun Hydropower Development Project (GHDP) is consistent with the current thrust of the Government of China to alleviate poverty in Western China through development of hydropower resources. The government has identified development of the GHDP as part of its infrastructure development agenda in the poor western rural area and an opportunity of reducing poverty in the western Enshi Prefecture, Hubei Province, for technical and financing support by the World Bank. The Government proposed GHDP as a new component to use US$15.15 million cost savings of the on-going Hubei Hydropower Development in Poor Areas Project (P068049, Loan No. 46660) , and for sales of Certified Emission Reductions (CERs) to be achieved by GHDP to the Bank-administered Community Development Carbon Fund (CDCF)
