The two ports, at Cagayan de Oro and at General Santo•, serve important agri- cultural areas in Mindanao. the hinterland of the port of Cagayan de Oro produces corn, ~egetablea and fruit, and ia alao an important beef-producing center. The hinterland of the port of General Santo• baa rapidly expanded production of rice, corn and fruit, ita principal ~ropa, in recent years. • The project being assisted by the Bank conaiata of the construction of a 160- meter wharf extension at ca,•yan de Oro and a 300-meter extension b.t General Santos. At both ports, the rehabilitation of existing wharves, and construction of transit sheds and ancillary works will be undertaken. The main cOlllllodity handled at both ports is com and corn products which is shipped for conaumption in other part• of the Philippine,. The project will help to reduce inter-island transport coat• by reducing cargo handling and. shipping costs. The expansion will meet the expec·ted increase in port traffic at Cagayan de Oro and at General Santos for about eight year• after completion. The expansion will complement projects financed by the Asian Development Bank (ADB) for improveaent of the highway between Iligao aDd Butuan, which paasea through Cagayan de Oro, and that between Cotabato and General Santos. It includes consultants' services for detailed engineering and auperviaion of con- struction at both ports, for detailed engineering of a future ports project, and for preparing a master plan for the future ex,panaion of the port of Manila, • the country's most important port. Technical assistance, to help the Government establish a Philippine Ports Authority and to train port personnel, forma an important element of the project. The Authority will be responsible for developing a national policy for ports and will have jurisdiction over all the important national ports. At the Port of Cagayan de Oro: 1) Rehabilitation and upgrading of existing quay; 2) 160 m. quay extension with an alongside depth of not less than • 8. 5 m.; 3) three transit sheds totaling 5,100 m. 2; 4) ancillary works, including sur- faced roads and open storage areas totaling 92,000 me2, an administration building, a fire station, laborers' amenity block; 5) engineering services for detailed design and supervision of construction. II. At the Port of General Santos: l} Rehabilitation and upgrading of existing quay; 2) 300 m. quay extension with an alongside depth of not less than 8.5 m.; 3) three transit sheds totaling 6,300 m.2; 4) ancillary works, including surfaced roads, and open storage areas totaling 53,000 m.2, an administration building, a fire station, laborers' amenity block; 5) engineeri~g services for detailed design and supervision of construction. III. Consulting services for preparing a master plan for future expansion of the Port of Manila. IV. Technical assistance in formulating policies and procedures for a Philippine Ports Authority and in the training of personnel. V. Engineering services for detailed engineering for ports to be determined and to be included· in another project to be presented to the Bank for financing. PROCUREME!rr: Contracts to be awarded on the basis of international competitive bidding. CONSULTANTS: Sir William Halcrow & Partners, of the United Kingdom, have been appointed for detailed engineering and construction supervision of both project ports. Con- sultants will be appointed for preparation of a master plan for the Port of Manila; • for technical assistance in the setting up of the Philippine Ports Authority; and detailed engineering for a proposed future ports project.
