Country and Sector Background Key Development Issues and Government Strategy The Shanghai Municipal Government (SMG) seeks to develop Shanghai as a sustainable, globally competitive municipality and an international economic, trade and shipping center at the heart of the Yangtze River Delta economic region. This will be achieved by continuing to enhance the economic, financial, trade and manufacturing status of the municipality.
