Dakar International Airport, the most important one among. the 18 airports in Senegal, occupies a key position in the regional aviation network,. linking a number of neighboring countries with international services as well as bei:,g an important stopping point for flights between Europe and South America •. Dakar's position in the regional aviation network is an important element in the Government's long-term development strategy of promoting tourism and service industries. When the larger aircraft are introduced on the routes between Europe and South America this potential market will increase and the added aircraft capacity at lower unit operating cost will expand the scope for offering promotional fares and lower air cargo .rates. In 1971, Senegal's airport system handled 347,000 passengers, of which all but 11,000 were traveling on international flights through Dakar. International services to Dakar are provided by six foreign airlines and Air Afrique, a multinational company of which Senegal is a member. Domestic services are provided by Air Senegal to 13 of the country's 18 airports. The project provides for the lengthening of the ma.in runway from 9,500 feet to 11,600 feet; the provision or lighting for the extended runway; the construction of two additional aircraft parking positions; and the relccation of th~ Instrument Landing System localizer. The project will be carried out by Agence po~r la Securite de la Navigation en Afrique et a Madagascar (ASECNA), a multinational corporation set up in 1959 by a treaty between lb African states, including Senegal, and Fran~e. The total cost or the project is $4.0 milli.on with a foreign exchange component or $2 .L million. The Goveri'llnent of Senegal through ASI~CNA will contribute $1.0 million Construction contracts will be awarded after international competitive bidding. The runway lighting equipment will be procured at ~l negotiated price from the manufacturer of the: existing lighting in order to facilitate operation and maintenance through standardized equipment. The cost or the lighting equipnent will be less than $100,000 eq_u~valent.
