Introduction 1.1 Project summarization 1.1.1 Brief introduction of the project 1) Service scope of the project Dashadi Wastewater Treatment System Project is a sub-item of Guangzhou Urban Environment Project. In accordance with Overall Wastewater Regulation Planning for Urban Districts of Guangzhou, the location of this project has been enacted to the west of Wenchong Dockyard. The occupied area of the Project is 40 hectare. The planning service range of the Project shall be to the east of Chepochong Stream, on the west of Xiakang Avenue, to the south of Guangshan Road of Scientific City and to the north of the front sea-route of Pearl River. Its main objective shall be to collect the wastewater from Scientific City, Shenchong Stream and the drainage area of Wuchong Stream. Inside the treatment system of the Project shall include 8 zones, saying Lingtang, Dongpu, Wenchong and so on. The total planned population shall reach 946,500. The total coverage shall reach 107 sq, km. (1) Part of Plant Side It shall be located in the Wenchong and Shuangsha Communities of Huangpu District. The area of land use shall be about 40 ha. (597.77 mu), in which the area occupied by the construction of the treatment plant shall be 30 ha. and the area for virescence shall be 10 ha. (2) Off-plant Wastewater Collecting System The total length of the pipeline in off-plant wastewater collecting system shall be t 141.2 km, which belongs to the following five wastewater collecting zones: a. Delivery for operation Dec. 24, 2005-Dec. 30, 2005 7 1.1.2 General situation of the project area 1.1.2.1 Brief introduction to the Project area The district in which Dashadi Wastewater Treatment System Project is located is Huangpu District, Guangahou. This district lies in the east of Guangzhou city and is located at the outlet interjunction of Pearl River and the down stream of Dongjiang River. The eastern boundary reaches Dongjiang River and looks over Muchong Town of Dongguang city. The northeast side borders on Xintang Town of Zengcheng City. The southern side arrives Pearl River and borders upon Panyu City. The western limit is connected with Dongpu Town of Tianhe District. Datian piedmont in the northern part is abutting with Luogang Town of Baiyun District. The largest O0  Dashadi Resettlement Implementation Plan harbor in the south of P. R. China-Guangzhou Harbor (formerly called Huangpu Harbor), Guangzhou Economic and Technical Development Zone and Guangzhou Bonded Zone are located in this district. The total area of this district is 121.7 sq. km. Total population is 203.2 thousands. In the district, the road has been arranged in a crisscross pattern and water and land traffics are developed. From this district, it launches out and navigates to all large coastal cities and more than 100 countries and districts. The highway runs through the whole realm and links with the center of Guangzhou City, Shengzheng and Jiulong. Along with the economic development and the population expansion, the capacity of the city environment shrinks relatively. Especially the former measures and facilities for environment protection lag behind, which results in the consequence that the environmental quality in the district where the Project is located in Huangpu District suffers from the serious pollution. In recent years, though the government more energetically fathered and controlled the industrial pollution, yet the treatment rate of the domestic sewage is still comparatively low. Every day, a great deal of the wastewater directly flows into the Pearl River via streams, which seriously polluted the streams in this district and furthermore bought the serious pollution to the Guangzhou section of Pearl Rive. 1.1.2.2 Pollution Status 1) PoUution state in the Project-related Area According to the Guangzhou Environmental Quality Report for the year 2000, the sectional water quality in sea-route section, Dongtouji and Lianhua Mountain of Huangpu District belonged to Grade IV, and has not reached the applicable standard for environmental quality (refer to the following Table I for particular information). Total level of the stream water quality in the district is relatively badly. The pollution indices for water quality of Machong Stream and Shixichong Stream is comparatively high (please refer to Table II for particular information), which belongs to the serious pollution. The pollution of other streams belongs to high-grade one. It is estimated that the discharging quantity of the industrial sewage of Huangpu District in 2000 reaches 40,957,000 tons, and that of the domestic sewage reaches 27,922,500 tons. (2) Due to the faultiness of sewage discharge and drainage system in Huangpu District, the capacity of sewage collection is poor. 1.2 Analyses of the economic environment of the project resettlement 1.2.1 Objective of the analysis of the economic environment of the resettlement (1) From analysis in Paragraph 2.4 of the Involuntary Resettlement Planning for Guangzhou Urban Environment Project-- Resettlement Policy, the social environment in Guangzhou City is very much compatible to the project affected people and is easy to accept those people; the economy in Guangzhou is developing very fast while the space for further development remains considerably prospective, which means more jobs will be available and the capacity for taking the project affected people is very strong; in addition, the social security and job security system in Guangzhou are considerably mature while the infrastructure is well developed too, which provides to the project affected people good space for living and development. Nevertheless, in order to be in a better position to protect interest of the project affected people and keep integrity of the original living area and social relations of those project affected people wherever possible, this Chapter will analyze the economic environment of areas where the sub-items of the project are, and based upon the analysis, the employment environment of project affected people and management environment of the enterprises will be analyzed. Thus the capacity of the project affected people to rehabilitate the living and sustenance under the specific economic environment of areas where the sub-items of the project are will be analyzed while the focus of the resettlement work for this project will be lodged forward. In this way, the resettlement plan and relevant measures made in "Resettlement Implementation Plan" for this project will be more feasible and the resettlement object will be realized more satisfactorily.  Dashadi Resettlement Implementation Plan (2) This project will focus upon recovery of living and sustenance of those project affected people who are less qualified and who have less income. Because those project affected people who are considerably qualified and who have higher income have broad space to find jobs and their living adaptability is very strong, their living and sustenance will basically not be affected by the project affected people; on the contrary, the situation is just the opposite for those who are less qualified and who have lower income and poor skills (including those projected affected farmers). (3) This project will focus also upon rehabilitation of capacity for those small businesses and shops. As this project is for construction of pipe network, the work takes a linear (belt) character and will not cause overall resettlement of those big companies and government and social institutions but possibly to those small businesses and shops only who are involved with this project. In addition, those small businesses and shops are more easily to be affected by the management environment (the Project will also focus on resettlement of some enterprises and large entities affected by plant site requisition). 1.2.2 Socioeconomic characteristics of the project area The Project is located in Huangpu District, Guangzhou City. This district is an important base for industry and material circulation. The development of this district takes on the following characters: 1) High Industrial Output Value The industrial production of Huangpu District has comparatively been developed at all times. It is the largest industrial base of Guangzhou City. In 2002, the gross industrial output value of this district reached RMB 86,100,000,000, which accounts for 22.7% of gross industrial output value of the city. There are numerous industrial enterprises in the district. In 2001, the enterprise quantity of manufacturing industry in this district reached 679 numbers, which accounts for 23.68 % of total number of the enterprises in every industries of this district. 2) Developed Material Circulation This district possesses a fine basis for the development of material circulation the sea 14  Dashadi Resettlement Implementation Plan route of the largest harbour in southern China, Huangpu Harbour, opens to all over the world. Its loading and unloading capacity accounts for 70% of the gross loading and unloading capacity of all ports in Guangzhou City. The statistic data indicates that the amount of warehouse, transportation and post and tele communication industries and the quantity of the employed persons in these industries in 2001 occupied separately 12.56% and 11.17% of the gross quantities of all industrial units and the employed persons, and takes a leading position in the similar industry of the whole city. Huangpu District is re-positioned as International Material Circulation Park. In this district settles down many modern material circulation enterprises such as Southern Material Circulation, Guangzhou Suballocation Center of MAERSKSEALAND LTD, Zhongshenglian and so on, and the provincial and municipal important bases for material circulation and key construction project. 3) Developing Service Sector Due to more large-scale enterprises in Huangpu District, the adequate and systematic service for basic subsistence is comparatively complete. There are many industries set up by the village residents. Therefore, there is not a great requirement for the service industry in this district. It results in the lowness of the total level of the service sector development. In 2000 and 2001, the grosses of the service sector in this district are separately RMEB 7,490,430,000 and RMB 9,024,410,000, which only accounts for 30.88% and 29.14% of the gross domestic product (GDP) of this district, and lower than the average value of the city. 1.2.3 Analysis of the employment environment in the project area for the PAPs The characteristics of regional economic development decide the development direction and potential of trades in this district, and such direction and potential decide the development direction of various posts of every trade and the number of employment opportunities. Some data in the table may be not correct, but they are the most authoritative data available for the project at present. 19  Dashadi Resettlement Implementation Plan From the analysis of the above table for the practice condition of low-income post in the area where the Project is located in, it can be seen that: (1) The manufacturing industry and material circulation industry in the district of this Project is developed. There are many kinds of such industries. It requires many medium and low grade of technical workers and simple-skilled labor force. Moreover, these required workers and labor force are mainly male youths, but the requirement for the labor force of women and meddle-aged men is comparatively low. Therefore, the Project shall pay much attention to: * Training of professional skill for agricultural workers; * Issue of women's job placement (especially those in single-parent family). (2) Whole development level of the service sector in Huangpu District is not high and the posts provided by service industry are comparatively few. 1.2.4 Analyses of the business environment for small businesses and shops in the project area Like the job placement of the project resettlement, the operation of the small businesses and shops is also restricted by local economic environment. Some data in the table may be not correct, but they are the most authoritative data available for the project at present. 22  Dashadi Resettlement Implementation Plan From the analysis of the above table for the quantity distribution status of small businesses and shops, it can be seen that: (1) Among wholesale businesses: Except for the chemical material wholesale stores and metallic material wholesale stores, the wholesale shops of other industries are comparatively few in Huangpu District. It is mainly determined by the character that Huangpu industry takes the manufacturing industry as predominance. Therefore, the affection of the Project shall involve in the resettlement of the wholesale shops outside industrial material, and the Project shall pay much attention to this issue. (2) Among the retail businesses: The retail business in Huangpu District is generally under development. The quantity of the retail shops in most industries is shorter than the average number of all districts in Guangzhou. It indicates that this district shall not greatly require the retail shops. Therefore, the Project shall pay much attention to the resettlement of small retail shops. (3) Among the restaurant & beverage business: There is a comparative low quantity of the eatery and beverage stores in this district, because the village resident occupies a bigger proportion in this district, their relevant substance space is relatively concentrated, their living styles are more stable and traditional and they do not require much snack and sale. So, the Project shall pay much attention to the resettlement of snack and sale stores. (4) In neighborhood services industry: Like the subsistence difficulty of the restaurant & beverage business (small stores), neighborhood services industry does have a great subsistence space in Huangpu District. So, the Project shall give the attention to that during the resettlement process. In summary, the Project shall fully pay attention to small stores of wholesale, retail, beverage and service industries. 1.3 Summarization of the project resettlement 1.3.1 Explanation of total quantity of resettlement involved in this Resettlement Implementation Plan This Involuntary Resettlement Plan involves a big number of resettlement for the reconstruction of the drainage pipe networks. Drainage pipes are normally laid down under the existing roads. Whenever there is a lay-down of any drainage pipeline under the planned roads or beside the un-cleaned creeks it will involve a big number of resettlement. Obviously, this resettlement shall be carried out when completing the road or embankment construction and it is unreasonable for a drainage pipe project to bear the resettlement for a whole road or whole creek. Therefore, the resettlement for drainage pipelines laid down along the planned roads or un-cleaned creeks which shall be taken as the resettlement 23  Dashadi Resettlement Implementation Plan caused by the construction of the planned roads or creeks but not caused by this project. Therefore, it is determined as the resettlement of the relevant projects. 1.3.1.1 Explanation of the data source of the first edition The first edition refers to the Involuntary Resettlement Plan submitted to the World Bank in November 2003. 1.3.1.2 Sources of the resettlement data of the first edition As the time of preparation work for the Project is long, so the investigation work of project affected people was carried out on Sep. 27. It is initially predicted that the investigation work will be completed in December, so most of the project affected people data in the Resettlement Planning are not from the field survey, but are confirmed through analysis based upon the geographic information system established by Guangzhou Municipal Planning and Design Institute and historical data collected by GZ Road Engineering and Expansion Office. The Data are as follows: * Resettlement data for Dashadi Plant Area are confirmed through investigation; * Resettlement data for Dashadi sewage pipe network are confirmed according to the data in geographic information system. Scope of land requisition, house demolition and existing pipeline relocation is confirmed according to diameters and buried depths of different sewers and scope of temporary land for construction is confirmed according to the working faces required by laying of pipes with different diameters (scope of temporary land requisition). (2) Temporary land requisition only counts one side of central line of the pipe network close to central line of the road. 24  Dashadi Resettlement Implementation Plan 1.3.1.3 Instruction upon data calculation of various real estates affected for the sewage pipe network Scope for the land requisition, house demolition, pipeline relocation and temporary land requisition for the above-mentioned pipe network are indexed as per geographic information, with detailed calculating methods given below: (1) The data of land requisition and borrowed land include only the quantity outside the existing roads. (2) Calculation of the buildings a. The buildings will be decided to demolish completely or by a part only as per the proportion of the scope of the affected part of building against the total area of the original building. b. The property right of the building is presumed as per the area it is located together with the character of the building itself. c. The usage of the building is presumed as per its location together with the character of the building itself. (3) Number of people and households affected It is estimated as per number of buildings and the areas thereof while taking average area per head and areas of small businesses etc. for reference. Quantity of farmers is based upon estimation as per average land occupation per head. (4) Data of the existing pipeline As there lacks detailed data for precise budgetary estimate for the electricity and telecommunication in the GIS data for the existing pipeline, only normal presumption has been carried out. 1.3.1.4 Evaluation of the precision of the data for the project affected people in the first edition (1) The accuracy of the inventory quantity is acceptable. a. The summed data of the land requisition and borrowed land are considerably accurate, but the categorized data have certain error. b. The physical data and the actual data for the buildings are mismatched. Through partial site survey, such deviations shall be within the acceptable range as +20%. c. As some critical data for the pipeline are short, such as the basic property of the cable etc., the pipeline resettlement made this time has less precision. (2) Less accuracy of data for the project affected people As the data of project affected people are varying, the data for project affected people (quantity and 25  Dashadi Resettlement Implementation Plan households) this time has less accuracy. However, this does not affect the budgetary estimate of the resettlement cost. 1.3.2 Explanation of the sources of the resettlement data of the second edition 1.3.2.1 Sources of the resettlement data of the second edition 1. The data of Dashadi Plant site and pump station and the Solid Waste Treatment site were the same as that in the first edition without any change. 2. The scope of resettlement for the sewage network follows the calculation method used for the first edition. 3. Resettlement data of the sewage network including the real estates of the PAPs, the number of the PAPs and the number of the impacted households are all surveyed data. 4. Survey has done for existing pipelines. However since there will be many feedback information provided from relevant agencies the data of this part has therefore not been changed 1.3.2.2 Evaluation of the accuracy of the data in the second edition 1. The inventory data of the housings has been increased greatly compared with that in the first edition and the increasing rate of the classification of the nature of the property right is even greater. 2. The accuracy of the data has not been changed compared with the first edition. 3. The total number of the PAPs is basically determined. However, since the project is still at the planning stage and there is a number of uncertainties such as the alignment of the pipeline, any possible modification and the definite date of relocation etc. during the survey. Therefore, many potential PAPs gave the information of their households at discretion. Even with the help of the districts and neighborhood committees the data of the households are still incomplete. 1.3.3 Sources of the resettlement data of the third edition Data in the third edition was formed based on that in the second edition and based on the classification of the data for this project and relevant projects. 1.3.4 Update of the resettlement data 1. The resettlement data in this Involuntary Resettlement Plan have been comprehensively updated based on the data of the census. However, the data of the households and living status are still not exact. These data will be updated before the implementation based on the detailed data provided by the resettlement implementing agencies. 2. During the project implementation, all the fluctuation of the amount of the inventory quantity due to design change or the changes of the PAP's will be traced. 3. During the project implementation, the URRP system will be used to trace different kinds of 26  Dashadi Resettlement Implementation Plan changes of the resettlement data. 1.3.5 Total quantity of the resettlement The affected extent of the Project shall involve two administrative districts of Guangzhou City. Its length shall reach 141.25 km and produce a large number of the PAPs. In the land requisition, 920.21-mu land shall be affected for the works of Wastewater Project, temporary land requisition shall be 980.96 mu, the area of demolished houses shall be 322077.88m2, the length of the removed original pipelines shall be 185727m, total involved population of the PAPs shall be 11062 persons of 3030 families, and in addition, 1652persons of the agricultural worker shall also be involved. In which: 1. For this project The plant area of Dashadi Wastewater Treatment Works shall totally require 597.77 mu of the affected land, temporary land requisition shall be 0 mu, the area of the demolished houses shall be 75677m2, the length of the removed original pipelines shall be 66523m, total involved population of the PAPs shall be 820 persons of 42 families and in addition, 1220 persons of the agricultural worker shall also be involved. The pumping station No. 1.2 of Dashadi Wastewater Treatment Works shall totally require land requisition of 6.45 mu, temporary land requisition shall be 0 mu, the area of the demolished houses shall be 86m2, the length of the removed pipelines shall be Om, total involved population of the PAPs shall be 0 persons of 0 families and in addition, 9 persons of the agricultural worker shall also be involved. The pipeline network of Dashadi Wastewater Treatment Works shall totally require 73.66 mu of land requisition, temporary land requisition shall be 187.55 mu, the area of the demolished houses shall be 21459.77m2, the length of the removed original pipeline shall be 53545 m, total involved population of the PAPs shall be 942 persons of 278 families and in addition, 82 persons of the agricultural worker shall also be involved. 2. For relevant projects The pipeline network of Dashadi Wastewater Treatment Works shall totally require 242.33 mu of land requisition, temporary land requisition shall be 793.41 mu, the area of the demolished houses shall be 224855.llm2, the length of the removed original pipeline shall be 65659 m, total involved population of the PAPs shall be 9300 persons of 2708 families and in addition, 341 persons of the agricultural worker shall also be involved. 1.3.6 Characteristics of the resettlement 1.3.6.lQuantity of project affected people 1. Quantity of Affected Land and Explanation of this project For the project, except 597.77 mu affected land for Dashadi Plant Area and 6.45 mu affected land for the pumping station, other land requisition is the scattered one, saying on the pipeline network with the length of 141.25 km. The total amount of land requisition is 73.66 mu, that is to say 0.52 mu of affected land per kilometer. The cultivated land affected by the project is farthing. It shall be about 202.68 mu, accounts for 22.03% of the total affected land that shall be 920.21mu. The most affected land for wastewater treatment plant shall be the land used for the workshop (337.69 mu), in which the cultivated land only occupies 197.08 mu; 6.45 mu of the land affected for the pumping station is also the pre-cultivated land. 73.66 mu land affected for sewage pipe network and among which the quantity of the cultivated land accounts only for 7.6%(5.60 mu). 2. Quantity of Affected Land and Explanation of relevant projects For relevant projects, all land requisition is the scattered one, saying on the pipeline network with the length of 141.25 km. The total amount of land requisition is 242.33 mu, that is to say 1.7 mu of affected land per kilometer. The cultivated land affected by the project is farthing. It shall be about 26 mu, accounts for 2.8% of the total affected land that shall be 920.21mu. 242.33 mu land affected for sewage pipe network and among which the quantity of the cultivated land accounts only for 10%(35.92 mu) Obviously, the land requisition for the pipeline network of the Project shall be the scattered land requisition except for plant (site) area, and it shall slightly affect the agricultural production and subsistence. So, for the aspect of the land requisition, the Project shall mainly pay attention to the land affected for the plant (site).  Dashadi Resetlement Implementation Plan 1.3.7 Estimation of the resettlement cost 1.3.7.1 Budgetary estimate of the resettlement for the Project (1) Dashadi Project * Wastewater treatment plant area and Pumping station area 206. 1 99,058.90 vuaiaI * Sewage pipe network 89 1.679.973.62V uian 1.3.7.2 Cost allocation for resettlement of the Project According to the spirit of the meeting on the sharing of the project resettlement costs held by Guangzhou Municipal and Gardening Management Bureau and attended by Guangzhou Construction Commission on 28 October 2003 (See Annex 1): Among the costs of the pipe network construction, the resettlement cost for the sewage pipe networks within the areas of planned roads and planned creeks will be borne by the relevant road or creek improvement projects (See Annex 6 for the cost arrangement for relevant projects) while the resettlement cost for those within the existing road and creek areas will be borne by this project. Based on this principle the resettlement cost to be shared by this project is 113,834,526.78RMB. The resettlement cost to be shared by relevant projects is 777,845,446.84RMB 1.4 Measures to be taken to minimize the quantity of resettlement: Relocation of buildings and existing pipelines is related mainly to the pipe network, and this decides that we can minimize the project affected people as well as damages to the existing pipelines through optimization of the route of pipe network. Quantity of permanently demolished houses is decreased by 23796.93m2. We will make reasonable arrangement, such as to reduce the construction period, minimize the temporary resettlement cost for project affected people and reduce the closing period of the enterprises 30III  Dashadi Resettlement Implementation Plan and shops. 1.5 Explanation of this Resettlement Implementation Plan 1.5.1 In obedience to the Resettlement Policy This "Resettlement Implementation Plan" is part of the "Planning for Involuntary Resettlement of Guangzhou Urban Environment Project" as well as the extension and details of the Planning for Involuntary Resettlement of Guangzhou Urban Environment Project Resettlement Policy" while it is also the specific execution proposal and standard prepared as per the principles set in the "Resettlement Policy". 1.5.2 Explanation of the chapter arrangement of the Resettlement Implementation Plan This Resettlement Implementation Plan is divided into 8 parts: resettlement analysis and its resettlement, compensation and rehabilitation plan, compensation standard for all kinds of properties and relevant costs, information publicity plan, public participation and negotiation, capability development of enforcement body, monitoring and evaluation, project estimate and fund plan. Among which, resettlement analysis and its resettlement, compensation and rehabilitation plan is separately described by types of project affected people, including description and analysis of resettlement investigation data, description of resettlement site (if necessary) and corresponding resettlement, compensation and rehabilitation plan. As the contents of commonweal and cultural relic are few and similar they are included in Chapter 9. This part is divided into 11 chapters. 1.6 Classification of the impacted areas of the project In urban resettlement project, the area the project affected people located will directly impact the compensation standard, so we divided the area into 6 types according to the local environment, surrounding facilities, traffic, economic development level, population, social environment and land utilization situation. We divided the larger district in the 6 types of districts into 2-6 regions according to road and stream marked with A, B, C, D, E and F for correct confirmation of the area the project affected people located and resettlement site.
