RESUMEN VISITA A 3 SUBPROYECTOS DE AGUA Y SANEAMIENTO PRIORIZADOS EN AUDIENCIAS PÚBLICAS 2004 E1018 V. 2 Three subprojects have been assessed through the proposed environmental framework. STEP 1 Based on the completed information, DAPSBA screened the proposed subprojects for their potential environmental and social impacts, compliance with national laws and norms, and compliance with Bank policies, using an environmental and social checklist. These checklists for each of the three sample subprojects are included below. Based on the checklist, each subproject was assigned an environmental category, consistent with the Bank environmental ratings. All subprojects were classified as B or below. No resettlement is foreseen nor indigenous peoples affected. STEP 2 Based on the information provided, each subproject was assigned a typology, reflecting the additional amount of environmental and social work, if any, required. The typology is defined based upon the nature and scope of the activity, the compliance with national law, triggering of Bank Safeguard policies, the adequacy of the environmental and social management plans, as well as the resulting environmental risk. Two of the subprojects are Type I, such that no additional environmental and social work is required. Puerto Carreño is Type II, although the only additional environmental/social requirement is to implement measures during construction to protect the water quality. STEP 3 The only subproject that triggers this step is Puerto Carreño, which has been required to include in its Environmental Management Plan the measures described above. FURTHER STEPS All subprojects will be required to implement the measures enumerated in their Environmental Management Plans. Monitoring will be the responsibility of the various actors and institutions as outlined in the framework. 1 RESUMEN VISITA A 3 SUBPROYECTOS DE AGUA Y SANEAMIENTO PRIORIZADOS EN AUDIENCIAS PÚBLICAS 2004 Honda Objetivo: Terminación de la conducción de agua desde la planta de tratamiento de agua potable. Se encuentran instalados 15.297 metros, realizados con recursos propios y quedan pendientes de instalación 3.076 metros equivalentes al 16.74% de la longitud total. El proyecto principal tiene licencia ambiental otorgada por CORTOLIMA (Resolución N° 2487 de 1997). Con esta licencia ambiental se consideran surtidos las obligaciones pertinentes contenidas en el Anexo Ambiental del MAVDT establecido en el crédito BIRF 7077-CO. Durante la construcción el anexo deberá ser tenido en consideración en lo pertinente. Es lineal de Tipo I (Anexo Ambiental del crédito BIRF 7077-CO) por tratarse de una complementación de una obra lineal en desarrollo, ejecutada en más de un 80% de la obra total; quedan 3.073 metros pro ejecutar, en superficie, básicamente interviniendo pastos. Las servidumbres se encuentran aisladas, Subsiste un peligro latente de contaminación para la Planta de Tratamiento: a menos de 100 metros hay se encuentra un depósito con cerca de 200 toneladas de DTT; el bajo riesgo, según la FAO, de esta amenaza, no debe demorar el subproyecto. Política Ambiental de Banco Mundial: tipo C por producir impactos mínimos, prácticamente despreciables y por el contrario, con efectos positivos para la población beneficiada. El subproyecto es ambientalmente viable, no se prevé mayor afectación por ruido durante la construcción ni durante la operación del suministro de agua y permite: • Solucionar al abastecimiento de agua potable. • Eliminar problemas de infiltración de aguas subsuperficiales al sistema de distribución contaminando el agua potable; daño en válvulas y en medidores, entre otros. • Empradizar y reforestar para estabilizar los taludes al pie de la bocatoma y evitar así deslizamientos. Para determinar la magnitud del problema es necesario adelantar un estudio especializado. • Utilizar el material de excavación y aplicar excedentes en superficie. • Utilizar materiales de préstamo del Río Gualí. • Destinar por parte de Honda el 1% del valor del proyecto principal, $25.833.550, en la recuperación, preservación y conservación de la Cuenca del Río Medina y el 1% del valor de sus ingresos durante quince años para adquirir áreas de importancia estratégica. 2 RESUMEN VISITA A 3 SUBPROYECTOS DE AGUA Y SANEAMIENTO PRIORIZADOS EN AUDIENCIAS PÚBLICAS 2004 Honda: Environmental and Social Checklist Yes or No Comments Administrative Criteria If applicable (based on Decree 1180 of 2003), Yes Honda project has EL under Decree 1753/94, attach Environmental License. but the portion to be constructed needs no further environmental procedure. No 5 RESUMEN VISITA A 3 SUBPROYECTOS DE AGUA Y SANEAMIENTO PRIORIZADOS EN AUDIENCIAS PÚBLICAS 2004 Los Patios Objetivo: Construcción del emisario final (830 metros lineales con 13 pozos), requerido para la futura PTAR proyectada. Tiene licencia ambiental. Es lineal de Tipo I (Anexo Ambiental del crédito BIRF 7077- CO). Políticas ambientales del Banco Mundial: Categoría B, ya que sus impactos ambientales de la ejecución del subproyecto son moderados y en general mitigables, ya que el trazado se encuentra por zonas intervenidas, con nula presencia de asentamientos humanos y como los terrenos pertenecen al Municipio, no hay actividades productivas para compensar ni servidumbres por imponer. Por tratarse de un colector (emisario final) de aguas negras que serán entregadas a una quebrada, el funcionamiento de la obra refleja impactos negativos1 si bien el balance final no es diferente a la situación actual. El curso de agua receptor del vertimiento no es utilizado directamente como fuente de abastecimiento de agua para la ciudad de Cúcuta pero desemboca en el río Pamplinita, fuente de esa ciudad. El emisario recogerá todos los puntos de vertimiento y los llevará a la futura PTAR: las quebradas que actualmente están deterioradas por los vertimientos dispersos, podrán recuperarse y, a mediano plazo, cesará el vertimiento sin tratamiento de aguas servidas al cuerpo de agua. La dificultad radica en que el Municipio no cuenta con recursos para la construcción de la PTAR. La obra permitirá al Municipio realizar la recuperación de la ronda de las quebradas. No se prevé afectación por ruido durante la construcción ni operación del suministro de agua. La tubería va enterrada y atraviesa terrenos del Municipio. El material de excavación será utilizado para cubrir la tubería y el excedente aplicado en superficie. Aunque no corresponde directamente a este subproyecto, la futura PTAR podría eventualmente generar problemas de olores. Se prevén conflictos con el propietario del sitio de recreación desarrollado en inmediaciones del predio donde se construirá la PTAR. La organización institucional es bastante compleja y puede estar generando ineficiencias, particularmente en relación con el alcantarillado. No es claro cuál es el nivel de calidad de agua suministrada en la población. La posibilidad de que se construya una PTAR dependen de la existencia de un sistema de alcantarillado que drene hacia un colector final. No 9 RESUMEN VISITA A 3 SUBPROYECTOS DE AGUA Y SANEAMIENTO PRIORIZADOS EN AUDIENCIAS PÚBLICAS 2004 Puerto Carreño Objetivo: Ampliación de los tanques existentes, sedimentador y almacenamiento, para garantizar la prestación del servicio durante las 24 horas del día. El contrato de concesión que rige SEPPCA S.A. ESP, incluye las cláusulas ambientales previstas preparadas para el crédito BIRF 7077-CO. Se encontró que se ajusta en forma aceptable, más no estricta, a las cláusulas. El subproyecto es ambientalmente viable, es Tipo II a la luz del Anexo Ambiental del crédito BIRF 7077-CO, no obstante tener un impacto ambiental absolutamente positivo en términos sociales y prácticamente nulo en términos ambientales, luego es viable desde este ánbulo. Política Ambiental del Banco Mundial: Categoría C. No tiene mayores implicaciones ambientales porque todos los trabajos se realizarán dentro de áreas que ya se encuentran construidas. Permitirá suspender la explotación del acuífero. Durante la construcción deberán preverse sistemas de protección que garanticen que no se afectará la calidad del agua que se suministra al municipio Dentro las obligaciones contractuales figuran la construcción de la PTAR y la construcción del sistema de alcantarillado que debe alcanzar una cobertura del 100% al cabo del año 20 de la ejecución del contrato suscrito con el Municipio2, actividad totalmente innecesaria que se ha acelerado durante el año 2004. Es deseable que se busque priorizar el proyecto de alcantarillado para detener la contaminación del acuífero. Los lodos extraídos de pozos y del sistema de alcantarillado requieren manejo cuidadoso.
