Purpose of Environmental Management Plan (EMP) 1.1 Introduction 1.1.1 Benefit During recent years, with the swift economical and social development, the environmental and sanitation devices of Liuzhou city has also progressed quickly. However for various reasons, there still exist few problems such as the servicing radius of public toilets and solid waste forwarding station is too large without a reasonable layout: there are less than enough of public toilets and forwarding stations in commercial streets, main trunk road, old densely populated urban area; space of toilets and stations is too small, and the construction level cannot fully satisfy the national standard. As old solid waste disposal yards in Liuzhou urban area are to be closed soon, and the location of new disposal yards is twice the distance from the original site, thus the existing sanitation devices cannot afford to effectively fulfill the tasks of receiving and transferring the solid waste. Liuzhou municipality is now in urgent need for fund to construct corresponding supporting facilities. Therefore, Liuzhou Environmental Sanitation Management Office is planning to bring Municipal Sanitation (Public Toilet) and Solid Waste Stations Construction works into Liuzhou Environment Management Project funded by loans from World Bank as a Component so as to apply for loan to the World Bank, to ascertain the fund once for all for completing the construction tasks in planning. 1.1.2 Major works and technical and economic data The plan is developed according to the feasibility study report and other technical documents provided by the design party in November 2004.The main construction content of the project includes such two parts as public toilet construction and Refuse Transfer Station construction (including Refuse collection station).Description of the project is shown in Table 1-1-1. Major technical and economic data are shown in Table 1-1-2. ( 1 ) Public toilets construction In the project "proposals", the sites of 76 public toilets are presented, and 30 mobile public toilets, 2 vehicle public toilets are equipped. The position of each proposed public toilets see table 1-1-3 and figure 1-1-1 in detail. The proposed 62 public toilets are designed in compliance with Class I criteria of "Criteria for planning and design of municipal public toilet" (CJJ14-87). The data and schedule for toilet construction are shown in Table 1-1-3. Apart from the 62 toilets to be built, 30 mobile toilets, 2 toilet vehicles and 6 excrement vehicles (about 5 tons) will be purchased. Each mobile toilet or toilet vehicle has 4 positions. Public toilets of this project plan to toll according to the standard of 0.2Yuan/Person; other operation costs are supplied by government's financial subsidy. Prepared by SJFCEP -10- Environment Management Plan Municipal Sanitation (Public Toilet) and Solid Waste Transfer Stations Component Component Liuzhou Environment Management Project (2) Transfer Station Construction DRefuse collection station One solid waste collection station will be built in each of 42 new residential areas in Liuzhou, thus totally 42 solid waste collection stations will be built. At the same time, 500 HPDE solid waste boxes (22 spare boxes) will be placed in collection station. The location of solid waste collection stations is shown in Table 1-1-4 and Figure 1-1-2. The total area of the proposed refuse collection stations of this project is 1475.65m2, and service population, floor area, construction dimensions, and shipping capacity of every station see table 1-1-4. The refuse collection stations are to be synchronously built cooperating with the district and expected to be complete within three years. According to the construction schedule of the district, it is going to build 12 sets in 2006, 20 sets in 2007, and 10 sets in 2008. ()Refuse transfer station The present Liuzhou landfill will be filled due to end of life, new Lichonggou landfill has been built and will be put into operation soon. The new landfill is about 20km away from center of the city, much far than before. The waste transportation capacity must be enhanced. The proposals of the project propose to build 3 refuse transfer station, which are named Zhanggongling Transfer Station, Guiliu Rd. Transfer Station, and Baisha Transfer station. But the Baisha Transfer Station is not ready to be construction because the land expropriation work is too difficult to be fulfilled. And Zhanggongling Transfer Station site is out of place. Therefore, in this project, only Guiliu Road Transfer Station will be built for collection of domestic solid waste from Liubei District and Chengzhong District and transportation of them to Lichonggou Landfill for disposal. Domestic solid waste from Liunan District and Yufeng District will be transported by new solid waste transfer vehicles directly into landfill for disposal. Guiliu Road Transfer Station is planned to be built beside Guiliu Road to east of Liuzhou's urban area (west to Jinglan Transformer Substation and east to the shooting range of Liuzhou Army. See Figure 1-1-2 for location information. The transfer station has a design capacity of 450 t/d for short term, and 600 t/d for 2 long term. The transfer station will cover a land of 28000 m . Major equipments for Guiliu Road Transfer Station are shown in Table 1-1-5. The dust inference will appear in mainly the leeward area close to the construction site. Although the proposed public toilets are located some mainly in the populated areas in the city with more residence around, the best influence over the surrounding residents are relatively minimal since the amount and period of work is small and short. Guiliu Transfer Station is located in an area which is open and specious, easier for dispersion. At the same time, the area is a very well planted with effective dust confinement. The construction works of Guiliu road will not cause major influence over the environment. (
