The International Health Regulations adopted by the Twenty-second World Health Assembly on 25 July 1969 came into force on 1 January 1971.1 The attention of health administrations is drawn to the following Infected areas The definition of this term, in Article 1 of the International Health Regulations, reads as follows “Infected area is defined on epidemiological principles by the health administration reporting the disease in its country and need not correspond to administrative boundaries. It is that part of its territory which, because of population characteristics, density and mobility and/or vector and animal reservoir potential, could support transmission of the reported disease.”
In view of the above, the term “infected local area” no longer applies. For practical purposes, however, the In fected Area List published in the Weekly Epidemiological Record will continue to record “infected local areas” as “infected areas” until such time as health administrations redefine such areas on epidemiological grounds, according to the above definition in the new Regulations.
Le Règlement sanitaire international adopté par la Vingt-deuxième Assemblée mondiale de la Santé le 25 juillet 1969 est entré en vigueur le 1“ janvier 1971.1A ce sujet, l ’attention des administrations sanitaires est appelée sur le point suivant: Zones infectées. La définition de ce terme qui figure dans l’article 1 du nouveau Règlement est la suivante: « Zone infectée s’entend d ’une zone définie sur la base de principes épidémiologiques par l’administration sani taire qui signale l’existence de la maladie dans son pays et ne correspondant pas nécessairement à des limites administratives. C’est une partie de son territoire qui, en raison des caractéristiques de la population (densité, mobilité) et du potentiel des vecteurs et des réservoirs animaux, pourrait se prêter à la transmission de la mala die signalée. » En conséquence, l ’expression « circonscription infec tée » n ’est plus utilisée. Toutefois, pour des raisons d ’or dre pratique, la liste des zones infectées qui paraît dans le Relevé épidémiologique hebdomadaire continuera d ’être établie sur la base des anciennes « circonscriptions infectées », ceci jusqu’à ce que les administrations sani taires aient redéfini des « zones infectées » sur la base de principes épidémiologiques, conformément à la défi nition précitée du nouveau Règlement. 1 Voir p. 3 U position des Etats quint au Rislemcnt.

Cholera. — All arrivals* are required to possess a certificate showing 2 injections at not less than 7 days’ and not more than 30 days' interval For «vaccination earned out withm 6 months o f a recorded vaccination or «vaccination, a single injection «nders the certificate valid for a further 6 months. In addition, amvals from countnes any parts o f which are infected are required to submit a certificate, dated not more than 7 days before their departure, recording the negative results o f stool culture, this certificate must be delivered by a licensed laboratory and attested to by the health authonty * Arrivals from these countries must further possess a certificate showing that prior to arrival they spent S days m an area free of cholera (time spent on board a healthy ship may be considered as a period spent in a cholera-free area) * Yellow fever — All arrivals from countries any parts of which are intected or included in the endemic cone are required to possess a vaccination certificate * Smallpox. — All amvals are required to possess a vaccination certificate.

CRITERIA USED IN COMPILING THE INFECTED AREA LIST Based on the International H ealth Regulation (1969) the following criteria are used in compiling and maintaining the infected area list (only official govern mental information is used) I An area is entered m the list on receipt o f information o f (1) a declaration o f infection under Article 3, (u) the first case o f plague, cholera, yellow fever o r smallpox that is neither an imparted case n or a tra n s fe rre d caste, (in) plague infection among domestic o r wild rodents, (iv ) activity o f yellow-fever virus in vertebrates other than man using one
CRITÈRES APPLIQUÉS POUR LA COMPILATION DE LA LISTE DES ZONES INFECTÉES Conformément au Reglement sanitaire international (1969) les enures sui vants sont appliques pour la compilation et la mise a jour de la liste des zones infectées (seules sont utilisées les informations officielles émanant des gouverne ments) I Une zone est portée sur la liste lorsque l’Organisation a reçu (i) une declaration d’infection, aux termes de l’article 3, (u) notification d’un premier cas de peste, de choléra, de fièvre jaune ou de variole qm n’est u un cas importe tu un cas transfère, (ut) notification de la présence de la peste chez les rongeais domestiques et chez les rongeurs sauvages, (tv) notification de l’acuvité du virus amaril chez des vertèbres autres que j'homme, determinee par l ’application de l ’un des enteres suivants a ) découverte des lesions spécifiques de 1a fièvre jaune dans le foie de vertèbres de la faune indigene du territoire ou de la zone, ou b ) isolement d u virus de la fièvre jaune ebez n ’importe quel vertebre de la faune indigene II Les zones sont radiées de la liste dans les conditions suivantes t) si la zone a ete déclarée infectee (article 3), elle est radiée de la liste lors que l'Organisation reçoit une notification faite en application de l’arucle 7, suivant laquelle la zone est indemne d’infection. Si l’on dispose de ren seignements indiquant que la zone u ’a pas été indemne d'uifection pen dant une période correspondant a la duree indiquée dans l’article 7, la notification prévue par l’article 7 n’est pas publiée, la zone reste sur la liste et l'administration sanitaire intéressée est priée de donner des éclair cissements quant a la situauon exacte, u) si la zone a ete portée sur la liste pour des raisons autres que la reception de la notification prevue par l’article 3 (voir I u) a iv) ci-dessus), elle est radiée de la liste lorsque des rapports hebdomadaires négatifs ont été reçus pendant une periods dont la durée est indiquée a l’article 7 A defaut de tels rapports, la zone est radiée de 1a liste lorsque, au terme ds la penode indiquée a l'article 7, l’Organisation reçoit une notification d ’exemption d’infecüon (article 7)

IL An area is deleted from the list on receipt o f information as follows (i) if the area was declared infected (Article 3), it is deleted from the list on receipt o f a declaration under Article 7 that the area is free from infection I f information is available which indicates that the area has not been free from infection during the time intervals stated in Article 7, the Article 7 declaration is not published, the area remains on the list and the health administration concerned is queried as to the true situation,
(u) if the area entered the list for reasons other than a declaration under Article 3 (see I (u) to (iv) above), it is deleted from the list on receipt of negative weekly reports for the time intervals stated in Article 7 In the absence o f such reports, the area is deleted from the list on receipt o f a notification o f freedom from infection (Article 7) when at least the time period given in Article 7 has elapsed since the last notified case

A. wireless stations at Genève-Prangins and Bem-Muenchenbuchsee (Switzer land) This Bulletm contains official information received by WHO in Geneva on the occurrence of diseases subject to the International Health Regulations (1969) (viz. plague, cholera, yellow fever and smallpox) throughout the world and occasionally other informa tion. It is divided into sections as follows: L ’Organisation mondiale de la Santé transmet par l’intermédiaire des postes émetteurs de Radio Suisse S A. à Genève-Prangins et Beme-Muenchenbuchsee (Suisse) un Bulletm épidémiologique radiotelégraphique quotidien Ce bulletm contient des renseignements officiels reçus par l’OMS, a Genève, sur les cas de maladies sou mises au Reglement sanitaire international (1969) (c’est-à-dire de peste, choiera, fièvre jaune et variole) constatés dans le monde, et, occasionnellement, d’autres renseignements II comprend les sections suivantes
Section One — cases of diseases subject to the Regulations m cities adjacent to a port or airport including the port or airport area unless otherwise indicated Section Two — declarations by health administrations of areas infected or free from infection A declaration that an infected area has become free from infection is included only if (a) the mfected area includes a city adjacent to a port or airport, or (b) the infected area is the last such area for that particular disease m that country Section Three — (a) cases of diseases subject to the Regulations of particular epidemiological significance m areas which are not port or airport cities; (b) unported or transferred case(s) of a disease subject to the Regulations in a non-mfected port or airport city Occasionally, the Bulletm contains

Section Four — (a) information on outbreaks o f diseases other than those subject to the Regulations but of international epide miological significance, (b) important new information related to the International Health Regulations (1969) not included m sections one, two and three In the Bulletm, the information received in the previous 24 hours is given at the beginning This latest information is concluded by the words “end latest information” . When no new information has been received and therefore the content o f the Bulletm is the same as the previous day, the word “repetition” is given at the beginning of the message The Bulletm complements the Weekly Epidemiological Record Reports on conditions of reception, and any comments or sug gestions regarding the contents of the Bulletm, should be sent to the Epidemiological Surveillance and Quarantine Umt, WHO, Geneva (cable address EPIDNAHONS GENÈVE) The Genève-Prangins and Bem-Muenchenbuchsee stations trans mitting the Daily Epidemiological Radiotélégraphie Bulletin of WHO, as well as those stations retransmitting this Radio Bulletm, are listed on page 368.

FOODBORNE DISEASE OUTBREAKS U n it e d K in g d o m . — From mid-September to mid-November, 13 outbreaks attributed to Clostridium welchu food poisoning, were reported m the United Kingdom. At least 630 persons are known to have been ill m these episodes, in two of them over 140 persons were affected and m one over 180 persons. Six outbreaks took place in schools, three in hospitals, two were associated with a Mealson-Wheels service, one was in a hotel and one followed a private party The foods suspected to be responsible were as followsreheated minced beef in four episodes, chicken in two, reheated roast lamb, braised beef, spaghetti bolognaise, vol-au-vent, cold boiled beef, and pease pudding in one each
