Human resources: annual report Report by the Secretariat

1. The Executive Board at its 103rd session and the Fifty-second World Health Assembly were advised that in future a consolidated annual report on the WHO workforce would be produced, including age and gender profiles, geographical distribution, and breakdown of staff by contract types. The annual report would subsume a range of separate reports on specific issues related to human resources. The purpose of the annual report is to provide Member States with a more comprehensive, consistent and transparent overview of the Organization’s staffing profile which can be used as a basis for analysing trends and forecasting requirements. 2. The first such report will contain data on: • the overall staffing situation by source of funds, location and grade; • distribution of staff by sex; • geographical distribution: status of representation;1 developments since the last report to the Executive Board; breakdown of staff by region of assignment and region of nationality; • age profile of WHO workforce; • short-term staff. 3. Reports in future years will include further information on the workforce profile, such as rotation and turnover. 4. After a review of various reporting requirements, and in the interest of streamlining the Board’s work, it was concluded that the most effective way of presenting the data referred to above would be to have a reference date of 31 December of each calendar year. This would ensure congruence with data submitted to the Board in the context of the programme budget and financial reports. The first staffing report will therefore be available at the opening of the 105th session of the Executive Board, with a reference date of 31 December 1999 for all data.2

In response to the request of the Board at its ninety-ninth session that the Director-General should report on the recruitment of international staff in WHO to the Executive Board in 2000. 2

1. This is the first consolidated annual report on WHO’s human resources. The reference date of 31 December 1999 reflects the need to ensure consistency with the programme budget and financial reports.

STAFFING PROFILE 2. At 31 December 1999 WHO had a total of 3452 staff members holding fixed-term appointments of one to five years or career service appointments.1 Of these, 1259 (36.5%) were in the professional category, and 2193 (63.5%) in the general services. Since 1994 there has been a moratorium on career service appointments, which are held currently by 8.2% of the professional workforce and 15% of general service staff. 3. In addition to staff holding fixed-term or career service appointments (hereinafter referred to as “long-term” appointments), 13 890 short-term contracts were granted by the Organization during the 1998-1999 biennium,2 including consultants and professional and general service staff. 4. The number of staff holding long-term appointments has decreased by more than 600 over the past three bienniums and continues to decrease. In December 1999 the Director-General approved mutually agreed separations for 224 staff members. Of these, 35 left on 31 December 1999; the remainder will leave on mutually agreed dates during 2000. 5. The tables and figures appearing at the end of the document, and the following summary analysis, all relate to staff holding long-term appointments (unless otherwise specified). The need to reconcile the reduction in staff holding long-term appointments with the increase in short-term staff is a priority for the Organization but not one that is easily addressed in a period of change. The arrears in regular budget contributions also constrain the making of contractual commitments.

This figure excludes staff from PAHO and IARC and 51 National Professional Officers; data on these officers will be included in future reports. 2

GENDER DISTRIBUTION 6. The Organization remains committed to achieving the goal of gender parity within the next decade. To do so will need greater efforts to recruit and retain female professional staff. The percentage of women in the professional category has increased from just over 20% in 1990 to nearly 30% as at end 1999. The proportion varies from 36.5% in the Region of the Americas to 21.4% in the African Region. Of the 150 appointments made during 1999 62 (41.3%) were women. Of the 3452 staff members (see paragraph 2) 1806 are men and 1646 are women.

GEOGRAPHICAL DISTRIBUTION 7. Document EB105/INF.DOC./2 contains data on geographical representation, using the formula adopted by the Health Assembly in resolution WHA50.15. The end-1999 situation is compared with the January 2000 status. There are currently 120 countries within their desirable ranges, 15 overrepresented, 13 under-represented and 43 unrepresented. 8. Since the last report to the Executive Board on geographical representation1 there have been 409 appointments to the professional category of which 136 or 33% were nationals of unrepresented or under-represented countries. Three formerly under-represented (Czech Republic, Libyan Arab Jamahiriya and Sweden) are now adequately represented (within the range), while three countries that were previously adequately represented (Argentina, Mexico and Republic of Korea) are now underrepresented, and one previously under-represented (Russian Federation) is over-represented.

AGE AND LENGTH OF SERVICE 9. More than half the professional workforce is aged 50 years or more; in the general service category the largest concentration of staff are in their 40s. 10. The largest single group of the staff (24.4%) leave WHO within five years of appointment. Despite this high turnover in the short term, more than half of those who remain beyond the initial five-year period (52.5%) stay with the Organization for more than 10 years. 11. Nearly 20% of the current professional workforce and 10% of the general service staff are due to retire within the next three years.
