Ihsan Dogramaci Family Health Foundation Prize
The President announced that the 2014 Ihsan Dogramaci Family Health Foundation Prize has been awarded to Professor Zulfiqar Bhutta from Pakistan. Professor Ali Dogramaci, chair of the board of trustees of the University of Bilkent addressed the Health Assembly on behalf of the Ihsan Dogramaci Family Health Foundation. Professor Zulfiqar Bhutta received the award and addressed the Health Assembly.
Sasakawa Health Prize
The President announced that the Sasakawa Health Prize has been awarded to the Leprosy Control Foundation, Dominican Institute of Dermatology and Skin Surgery “Dr Hubert Bogaert Diaz” of the Dominican Republic represented by its Director, Dr Emma Guzmán. Mr Yohei Sasakawa, WHO Goodwill Ambassador for Leprosy Elimination, Chairman of the Nippon Foundation, addressed the Assembly on behalf of the Sasakawa Memorial Health Foundation. Dr Emma Guzmán received the award and addressed the Health Assembly.
United Arab Emirates Health Foundation Prize
The President announced that the United Arab Emirates Health Foundation Prize has been awarded to the Institute for Research in Health of Costa Rica, represented by Dr Francisco Gólcher-Valverde, Contralor Institucional, Asesor del Despacho Ministerial para el Tema de Salud Mental, of the Ministry of Health of Costa Rica. His Excellency, Obaid Salem Saeed Al Zaabi, Ambassador, Permanent Representative to the United Nations Office and other Specialized Agencies at Geneva, representing the Founder of the United Arab Emirates Health Foundation, addressed the Assembly. Dr Francisco Gólcher-Valverde received the award and addressed the Health Assembly.
Dr LEE Jong-wook Memorial Prize for Public Health
The President announced that Dr LEE Jong-wook Memorial Prize for Public Health has been awarded jointly to Professor Sinata Koulla-Shiro of Cameroon and to the Czech Society of Cardiology of the Czech Republic, represented by its Scientific Secretary, Professor Jaromir Hradec. Dr Soo-Ku Lee, President of the Korea Foundation for International Health Care, addressed the Assembly on behalf of the Dr LEE Jong-wook Memorial Fund. Professor Sinata Koulla-Shiro and Professor Jaromir Hradec received the award and addressed the Health Assembly.

At the conclusion of the Awards ceremony, the President informed the Health Assembly that in view of the progress of work of both Committees, the General Committee decided to transfer agenda item 15 Health systems and agenda item 17 Progress reports, from Committee A to Committee B. This information has already been announced in Committees A and B.

The Chairman opened the subitem and invited the representative of the Executive Board to provide an update of the outcome of the discussion which took place at the 134th session of the Executive Board in January 2014. The Chairman opened the debate on the nine action point indicators of the WHO Global Action Plan for the Prevention and Control of Noncommunicable Diseases 2012-2020, the report of the formal meeting of the Member States to complete the terms of reference for the United Nations Inter-Agency Task Force on the Prevention and Control of Non-communicable Diseases, and on the proposed terms of reference for the global coordination mechanism on the prevention and control of communicable diseases contained in documents A67/14, A67/14 Add.1, A67/14 Add.3.

Appointment of representatives to the WHO Staff Pension Committee
The Chairman opened the item and invited the Committee to approve the decision to nominate Dr Ebenezer Appiah-Denkyira (Ghana) as a member of the WHO Staff Pension Committee for a three-year term until May 2017 and Dr Michel Tailhades (Switzerland) as senior alternate member for the remainder of his term until May 2015. Dr Darren Hunt (New Zealand) and Dr Mariam A. Al-Jalahma (Bahrain) are alternate members for a three-year term until May 2017. The Committee paid tribute to the late Dr Ali Jaffer Mohamed, former member of the WHO Staff Pension Committee (Oman). The draft decision contained in document A67/50 was approved. The role of priority setting in universal health coverage: the value of international support for Health Intervention and Technology Assessment There will be interpretation in Arabic, Chinese, English, French, Russian and Spanish In most low- and middle-income countries (LMICs), achieving universal health coverage (UHC) requires priority setting of the many alternative ways to address health problems, as finance, human resources, medicines/health technologies and facilities are always limited. To support the rational use of resources, health intervention and technology assessment (HITA), including cost-effectiveness analysis, has been widely recognized as offering a useful set of tools to assist the process of establishing priorities. In this technical briefing, we will share the experiences of Member States, international organizations and development partners in the use of explicit frameworks for priority setting – in order to inform transparent decision-making and facilitate progress towards universal health coverage – as well as discuss the role of WHO and partners in building HITA capacity.
