Regional Committee for Europe Fifty-fifth session Bucharest, Romania, 12-15 September 2005 Draft Resol ution EUR/RC55/Conf.Doc./8 20 June 2005 53690 ORIGINAL: ENGLISH WHO European Ministerial Conference on Mental Health The Regional Commiuee, Acknowledging that mental health is currently one of the biggest challenge facing every Member State in WHO's Europ an Region and that mental health and mental well-being are fundamental to the quality of life and productivity of individual , familie , communitie and nations; Recalling re olution EB 109.R8 adopted by the WHO Executive Board in January 2002, supported by World Health As embly re olution WHA55.10 adopted in May 2002 that calls on WHO Member States to e tabli h mental health policies, programme and legislation based on current knowledge and considerations regarding human rights, in con ultation with ail stakeholder in mental health; Recalling its commitment to resolution EUR/RC53/R4, which it adopted in September 2003. xpre ing concem that the dis a burden from mental di order in Europe i not dimini hing and that many people with mental health problems do not receive the treatment and care they n d, de pite the dev lopment of effective interventions, and requesting the Regional Director to arrange a ministerial conference on mental health in Europe in Helsinki in January 2005; 1. S PPORTS with satisfaction the trong and fruitful collaboration with nongovernmentalorganizations, including those involving users and family members, health professional and otherpartners;5. E DORSES the Mental Health Declaration for Europe adopted at the WHO EuropeanMinisterial Conference on Mental Health. held in Hel inki in January 2005, and the Mental HealthAction Plan for Europe, endorsed by the Declaration;6. OTES that the five areas of priority for the nexl decade are to:(a) foster awarene s of the importance of mental well-being;(b) collectively tackle tigma, di crimination and inequality, and empower and upportpeople with mental health problem and th ir families to be actively engaged in thiproces :(c) design and implem nt comprehensive, integrated and efficient mental health y tems thatcaver promotion, prevention, treatment and rehabilitation, care and recovery;(d) addre the need for a competent workforce, effective in ail these area ;(e) recognize the experience and knowledge of ser ice u er and carer a an important ba isfor planning and devcloping mental health ervices;7. URGES Member States to address these prioritie by:(a) assuming the responsibilities they committed them elve to in the Declaration, inaccordance with each country' con. titutional tructure and policie and national andsubnational need , circum tances and re ource, :(b) progre sing towards reaching the milestone in the Action Plan by 20 l O; EUR/RC55/Conf.Doc./8 page 3 (c) developing, implementing and reinforcing comprehensive mental health policie aimed atachieving mental well-being and ocial inclu ion of people with mental health problemsby adopting appropriate mea ur in the twelve area of action identified in the ActionPlan;8. REQUESTS the Regional Director to take the neces ary teps to en ure that mental h althpolicy development and implementation are fully upport d in the Regional Office and that adequatepriority and re ources are given to activitie and programm to fui fil the r quirements of theDeclaration and the Action Plan through action in the areas of:(a) panner hip, by encouraging cooperation with imergovemmental organization , includingthe European ommission and the Council of Europe, and nongovemmentalorganizations; (b) health information, by upporting Member State in the development of mental healthsurveillance and the production of comparative data on progre(c) re earch, by establishing a network of mental health collaborating centres that offeropportuniti for international partnerships, good quality re earch and the exchange ofresearcher ;(d) policy and ervice development, by providing governrnents with expertise to underpinmental health reform through effective mental health policie that include er ice de 1gnand legislation and the setting up of a network of national counterparts and expert(e) advocacy, by inforrning and monitoring policies and activities that will promote thehurnan right and inclusion of people with mental health problem , reduce stigrna anddiscrimination against them and empower u er , carers and nongovemmentalorganization9. SUPPORTS the Regional Office's Mental Health in Europe Implernentation Plan 2005-2010that provide a framework for WHO effort and activitie toward achieving the aims of the MentalHealth Declaration and Action Plan and identifies the resources required to deliver them, as mandatedby Member State at the Ministerial Conference in Hel inki;1 O. REQUESTS the Regional Director to report regularly to the Regional Committee on progremade.
