人力资源：年度报告 秘书处的报告 1. 本第八份年度报告提供截止 2006 年 12 月 31 日世卫组织人力资源概况完整数据， 更新了向执行委员会第 120 届会议提交的报告1。它包括下列详情：按主要地点和级别 分列的职员配备全面情况；职员性别比例，地域代表性，年龄概况，服务期限，任用 性质和退休预测；以及主要职业类别的人力分布。 职员配备情况 任用职类 2. 截至 2006 年 12 月 31 日，世卫组织一年至五年定期任用或终身任用/服务任用 （以下均称为“长期任用”）职员总数为 4493 名2。其中，1754 名（39%）为专业类职 员，2423 名（53.9% ）为一般事务类职员，316 名（6.4%）为国家专业类官员（见表 1 ）。与截至 2005 年 12 月 31 日的人数相比，长期任用的职员数目增加了 164 名 （3.8%）3。 3. 除了长期任用的职员之外，2006 年 12 月 31 日时，有 3527 名临时任用的职员 （1287 名短期职员和 2240 名有限任期职员）（见表 2）。 性别分布 4. 自上次年度报告以来妇女在专业人员以上职类中的百分比已经增加，从 36.0%增 至 36.4%（见图 1）。但是，任用的妇女总数已从 43.5%减少至 39.7%（见表 10）。 5. 表 3 显示按组织地点、级别和性别分列的长期任用职员的分布情况。可看到，在 1754 名长期任用专业类职员中，1115 名（63.6%）为男职员，639 名（36.4%）为女职 1 2

表 6 显示按任职地点和国籍区域分列的专业类职员分布。
职员的年龄、服务期限和退休预测 8. 一半以上的专业类职员（52.7%）年龄在 50 岁以上。在一般事务类，50 岁或 50 岁以上的职员目前人数最多（38.0%）。在国家专业类官员中，40 岁年龄段的职员人数 最多（43.7%）（见表 7 和表 8）。 9. 人数最多的一组职员（占劳动力的 44.1%）服务不足 5 年。专业类职员的大约平 均服务期限仍为 7 年，一般事务类职员为 12 年（见表 9）。 10. 表 10 提供了 2006 年期间职员任用的数据。在专业类职位中，有 184 名新任用的 职员，其中，16 名（8.7%）为机构间调动，86 名（46.7%）由在职临时合同转换。
