FORMAL OPENING OF THE SIXTEENTH SESSION OF THE REGIONAL COMMITTEE
The special. opening ceremony will be arranged by the Host Government. Following the official ceremony, the Committee will convene under the chairmanship of Dr L. W. Jayesuria at the Central Of'ficials t Training Institute. 2
ADDRESS BY THE RETIRING CHAIRMAN
It is customary for the retiring Chairman to deliVer a short address at the opening meeting of each session of the Regional Committee. If the retiring Chairman is unable to attend, his speech will be read by the Vice-Chairman, or, if he too is absent, by the Regional Director.

ADOPl'IW OF THE AGENDA (Docunent WP/RCl6/1)
According to Rule 9 ot the Rules ot Procedure ot the RegiOnal. Committee, "the Director may, in consultation with the Chairman, include any question suitable for the agenda which may arise or reach him up to twenty-one ~s betore the opening ~ ot the seSSion, in a supplementary asenda which the Committee shaJ.l examine together with the provisional agenda. Any items arising or submitted later shaJ.l be included in a supplementary agenda provided that the Committee agrees ". The provisional agenda distributed to Representatives contains all the items suggested tor discussion up to twenty-one days betore the opening day ot the session.

TECHNICAL DISCUSSIOOS
In accordance with the resolution adopted by the Regional Committee at its eleventh meeting,l the Regional. Director, in consultation with the Chairman ot the Regional Committee, has selected Dr C.N. Derek Taylor, Deputy Director (Health E:lucation), Division ot Public Health, Department of Health, New Zealand, as Chairman ot the Technical Discussions. The function ot the Chairman is to guide the general discussions along the lines of the agenda, to assist the members to adhere to the schedule tor discussions, to ensure that all members so desirous are heard, and to endeavour to effect a tull and balanced discussion of' the theme chosen.

The COmmittee, at its seventh session,l decided that the establishment of a sub-committee on programme and budget, consisting of six members, plus ,the Chairman of the Regional Committee, should become a routine activity of the Committee. It further recommended that the membership of the SUb-Committee should be rotated among the Representatives of the various !embers, subject to the proviSion that any Representative wishing to do so should be entitled to participate.

Governments may either submit short written reports in advance of the session or present their annual reports to the Committee. Reports received in sufficient time will be mimeographed in English and French and distributed to all Representatives. Document WP/RC16/3 contains the resolutions of regional interest adopted by the thirty-fifth and thirty-sixth sessions of the Executive Board and the Eighteenth World Health Assembly. A short note has been added in connexion with resolutions vIHAl8.3~ EB35.Rl9, WHAJ.8.34, EB36.Rl1, WHAl8.3l and WHAl8.31, as it was felt that the attention of the Committee should be specifically drawn to some of the operative paragraphs. 11 ELECTION OF THE REGIONAL DIRECTOR (Document WP/RCl6/4)
At this point the meeting will become a closed one in which only the Representatives of Member states .;ill participate. Details of the arrangements made will be announced by the Chairman during the meeting. The election of the Regional Director is governed by Rule 51 of the Rules of Procedure of the Regional Committee for the Western PacifiC, as revised at the fifteenth session of the Committee. 12 REPORT OF THE REGIONAL DIRECTOR (Document WP/RCl6/5)
The report presented to the Committee contains information on the major deve~opments in the Region during the past fi:fteen years. 13 THIRD GENERAL PROGRAMME OF WORK FOR THE WESTERN PACIFIC REGION COVERING THE PERIOD 1967-1971 (Document wp!RC~6!6)
A draft third regional programme of YIOrk covering the period 19671971 inclusive has been prepared for consideration of the Committee. This is based on the fourth generf- programme of work approved by the Eighteenth Wor~d Health Assemb~y. 14 HEALTH

RELATION TO DEMOGRAPHIC QUESTIONS (Document WP!RC16!1)
The COmmittee, at its fi:fteenth session,2 requested the Regional Director to submit a report on the population studies in relation to health being carried out within the Region and the countries providing training programme s in this field. The document prepared for the Committee summarizes the information collected.

The Chairman of the Technical Discussions will present the report of the Technical Discussions to the Committee at its plenary session on Tuesday morning, 21 September. This report will form an annex to the main Committee report. 20 TIME, PLACE AND DURATION OF THE SEVENTEENTH AND EIGHTEENTH SESSIONS OF THE REGIONAL COMMITTEE
