MERGING OF MEETING OF THE CONSULTATIVE COMMITTEE FOR PROGRAMME DEVELOPMENT AND MANAGEMENT (CCPDM) AND MEETING OF HEALTH SECRETARIES (HSM) OF THE SOUTH-EAST ASIA REGION

Background Evolution of the Consultative Committee for Programme Development and Management (CCPDM) 1. The Regional Committee, at its thirty-second session held in September 1979 decided, vide its resolution (SEA/RC32/R10), that a “Sub Committee” be established to recommend effective mechanisms for the formulation, monitoring and evaluation of the intercountry programmes and to review the criteria for establishment of inter-regional programmes in the South-East Asia Region (SEAR). Accordingly, the Regional Director set up a working group consisting of one representative each from Bangladesh, India and Indonesia which met in the Regional Office on 7-8 February 1980 to perform the assigned tasks. 2. The working group’s report contained a recommendation requesting the Regional Director to establish a “Small Committee” to review, inter alia, the existing guidelines and criteria for the establishment of intercountry projects and to recommend a revised framework. The Regional Committee, at its thirty-third session in September 1980, considered the report of the working group and endorsed its recommendation to establish a “Small Committee” vide its resolution SEA/RC33/R10. 3. Accordingly, the Regional Director established a “Small Committee” consisting of a representative from each of the Member States in the Region. This “Small Committee” met at Denpasar, Bali in September 1981 to undertake the aforesaid review and analysis and submitted its report to the Regional Committee. The thirty-fourth session of the Regional Committee, held in September 1981, adopted resolution SEA/RC34/R11, not only approving the recommendations contained in the report of the “Small Committee”, but also requesting the Regional Director to establish a “Committee”, replacing the “Small Committee”. 4. Accordingly, the Regional Director established a “Committee”, comprising a representative from each Member State of the Region, in pursuance of Regional Committee resolution SEA/RC34/R11 to review, inter alia, the functioning of ongoing intercountry projects as well as recommend fresh project proposals; and to evolve a long-term perspective plan for intercountry projects. 5. This “Committee” was renamed the “Consultative Committee for Programme Development and Management (CCPDM)” by the thirty-sixth session of the Regional Committee held in October 1983, vide its resolution SEA/RC36/R2. Subsequently, the CCPDM has been entrusted, from time to time, with other functions in the field of programme development and management. 6. In the light of resolution SEA/RC51/R9, adopted during the fifty-first session of the Regional Committee for South-East Asia in September 1998, the terms of reference of the CCPDM were revised. Accordingly, the CCPDM has been undertaking a review of:

The proposed biennial programme budget for the South-East Asia Region at the September meeting in every even-numbered year; Any other relevant budget-related issues; Plans of Action for implementation of the programme budget at the April meeting in every odd-numbered year; Progress of implementation of WHO collaborative programmes at the country and regional/intercountry levels every six months (6, 12, 18 and 24 months) in both technical and financial aspects; Reports by country representatives on their attendance at the meetings of the coordinating bodies of WHO’s global programmes; Agendas, resolutions and decisions of the Executive Board and the World Health Assembly with regard to their regional implications; Follow-up actions taken on: (i) the resolutions adopted by the Regional Committee, and (ii) recommendations made by the CCPDM in the preceding year; and Consider any other matters relating to programme development and management as referred to it by the Regional Director.

Health Secretaries’ Meeting (HSM) 7. The Ministers of Health of the Member Countries of South-East Asia Region, during their 13th meeting held in 1995, endorsed the proposal of the Regional Director to hold annual meetings of the Health Secretaries of the countries of the Region. 8. Besides reviewing various matters relating to WHO programme development and management at country and regional levels, the HSM has also been considering other subjects of topical interest and importance, such as WHO reform and response to global change; health development in SEAR in the 21st century; TRIPS and the Health Sector in SEAR; Joint Government/WHO Collaborative Programmes; Public Health in SEAR in the 21st century; Globalization, Trade, Intellectual Property Rights (IPR) and Health; and Health action in emergencies, including response to earthquakes and tsunamis of December 2006.
Proposal to combine the meetings of CCPDM and HSM 9. The meetings of CCPDM and the HSM have been organized, back-to-back, annually. These meetings are attended by senior officials from the Ministry of Health, with decision making authority. Thus, the distinguished representatives are required to be away from their country for a week or so to attend these meetings. 10. It is proposed that a Regional Policy and Programme Committee (RPPC) be established, comprising senior officials in the Ministry of Health with responsibility to take policy decisions and oversee the management of the WHO-Government Collaborative Programme. This will be an advisory body to the Regional Director to provide him advice and recommendations concerning the following:

A. Management of the WHO-Government Collaborative Programme covering, but not restricted to, the following: a. The proposed operational plans (workplans) of the country offices and the Regional Office b. Implementation status of the Regional Programme Budget and workplans c. Resource mobilization efforts and status of ensuring full funding of the Regional Programme Budget d. Performance Assessment of the previous biennium workplans and Regional Programme Budget, as well as other programme evaluations. B. Review key documents and subjects to be discussed at the Regional Committee and the Health Ministers Meeting, such as the following: a. Proposed agenda of the forthcoming Regional Committee Session and the Health Ministers Meeting b. Regional implications of the Decisions and Resolutions of the WHA and EB to be considered by the Regional Committee c. The proposed Regional Programme Budget d. Global documents such as the General Programme of Work and the Medium-term Strategic Plan C. Policy guidance for the Region, including a. Promotion of regional cooperation and solidarity b. Recommendations involving programme areas of current importance to Member countries 11. The RPPC will convene once annually, approximately ten weeks before the Regional Committee session. This will ensure that the recommendations of the RPPC can be taken into consideration while finalizing the documentation for the Regional Committee, as well as to propose agenda items to be included in the Regional Committee session.
Action to be taken 12. In the light of the foregoing, the distinguished members of the High Level Consultation are requested to review and adopt the terms of reference of the proposed RPPC (Annex). It is proposed to convene the first meeting of the RPPC from 2 to 5 July 2007.

Terms of Reference for the Regional Policy and Programme Committee (RPPC) The proposed Regional Policy and Programme Committee (RPPC) will be an advisory body to the Regional Director comprising Senior Officials responsible for Ministry of Health policy decisions and the overall management of the WHO-Government collaborative programme. The Committee will provide advice and recommendations to the Regional Director concerning the following: 1. Management of the WHO-Government Collaborative Programme covering, but not restricted to, the following: (a) The proposed operational plans (workplans) of country offices and the Regional Office; (b) Implementation status of the Regional Programme Budget and workplans; (c) Resource mobilization efforts and status of ensuring full funding of the Regional Programme Budget, and (d) Performance Assessment of the previous biennium’s workplans and Regional Programme Budget, as well as other programme evaluations. 2. Review key documents and items to be discussed at the Regional Committee and the Health Ministers’ Meeting, such as the following: (a) Proposed agendas of the Regional Committee session and the Health Ministers’ Meeting; (b) List of Regional Implications of the Decisions and Resolutions of the World Health Assembly and the Executive Board to be considered by the Regional Committee; (c) The proposed Regional Programme Budget, and (d) Global documents such as the General Programme of Work and the Medium-term Strategic Plan. 3. MERGING OF MEETING OF CONSULTATIVE COMMITTEE FOR PROGRAMME DEVELOPMENT AND MANAGEMENT (CCPDM) AND MEETING OF HEALTH SECRETARIES (HSM) OF THE SOUTH-EAST ASIA REGION The eleventh meeting of Health Secretaries (HSM) held in June 2006 suggested that the HSM and meeting of the Consultative Committee for Programme Development and Management (CCPDM) be merged. This proposal was discussed at the High-level Consultation (HLC) with SEAR Member States on WHO Programme Development and Management, held in May 2007 in the Regional Office, New Delhi. The HLC endorsed the proposal to combine the meetings of HSM and the CCPDM. It was proposed that the new entity may be referred as the “Regional Policy and Programme Committee (RPPC)”. The HLC recommended that the proposal to establish the RPPC with revised Terms of Reference, as endorsed by it, should be submitted to the Twenty-fifth Health Ministers’ Meeting and the Sixtieth session of the Regional Committee in August/September 2007. The paper is now submitted to the Sixtieth session of the Regional Committee for its endorsement.

1. The eleventh meeting of Health Secretaries (HSM) suggested that the HSM and Consultative Committee for Programme Development and Management (CCPDM) be merged. The High-level Consultation (HLC) with SEAR Member States on WHO Programme Development and Management, held in the Regional Office, New Delhi from 1 to 3 May 2007, discussed the proposal to combine these two meetings. The details of the proposal are contained in working paper submitted to the HLC (SEA/HLC-PDM/Meet/5)*. 2. The following are the Highlights of the discussions at the HLC on the proposal: •
HLC endorsed the proposal to combine the Health Secretaries’ Meeting (HSM) and the CCPDM meeting, including the revised Terms of Reference (ToR) as shown in the annex. Considering that the HSM was established by the Health Ministers’ Meeting (HMM) and the CCPDM was started as a subcommittee of the Regional Committee, the recommendations of the HLC should be placed before the Twenty-fifth Meeting of Health Ministers and the Sixtieth session of the Regional Committee in August/September 2007 for formal endorsement. The proposed new entity may be referred to as the “Regional Policy, Programme Development and Management Committee (RPPC)” as its ToRs related substantially to Programme Management. While the ToRs of the proposed Regional RPPC comprehensively cover the existing functions of the CCPDM, the role and functions of the HSM should also be appropriately incorporated. As the proposed RPPC resembles the Programme, Budget and Administration Committee (PBAC) of the Executive Board, further clarification was needed to determine if the RPPC should function as a “Subcommittee of the Regional Committee” or as an “Advisory Body to the Regional Director” (Options 1 and 2 respectively of the ToR in the annex). Clarification was also needed on how such bodies were treated in other regions. The RPPC should be convened once a year, approximately 12 weeks before the session of the Regional Committee. However, the Regional Office should continue with its practice of briefing the World Health Assembly delegates prior to the opening of the Health Assembly in Geneva on the important agenda items and help formulate regional positions on key issues. Briefings should be so arranged as to accommodate all delegates from the Region. Once the RPPC is formally established, the first meeting is proposed to be convened in June/July 2008.

Revised Terms of Reference for the Regional Policy and Programme Committee (RPPC) Terms of Reference Without any substantial changes in the Terms of Reference for the Regional Policy and Programme Committee (RPPC), there are two options for the proposed merger, which are listed below: Option 1 Will be a subcommittee of the Regional Committee to review and, as appropriate, make recommendations to the Regional Committee on: Option 2 Will be an Advisory Body to the Regional Director to provide advice and recommendations concerning the following:
