Proposed programme budget: 2006-2007 (Resolution)

8 REGIONAL COMMITTEE: FIFTY -SIXTH SESSION Acknowledging the need to obtain an equitable and transparent allocation of resources to the Western Pacific Region that reflects the health needs within the Region, including those of the Pacific island countries and areas, 1. THANKS the Regional Director for the active consultation process with Member States of the Region during the development of the Eleventh General Programme of Work and determination of its strategic orientation, and the preparation of the Guiding Principles for Strategic Resource Allocations; 2. URGES Member States, in conjunction with WHO, to make every effort to finalize· the Eleventh General Programme of Work, paying particular attention to the identified challenges and gaps and to the proposed global health agenda; 3. REQUESTS the Regional Director to ensure that the Regional Committee's views and concerns, as noted in the summary record, are fully taken into account in the further development of the Eleventh General Programme of Work and the Guiding Principles for Strategic Resource Allocations. 1 Fourth meeting, 21 September 2005 WPRlRC56/SRl4 WPRlRC56.R3 PROPOSED PROGRAMME BUDGET: 2006-2007 The Regional Committee, Having examined the Proposed Programme Budget 2006-2007 for the Western Pacific Region to be financed from the regular budget and other sources of funds;2 Welcoming the presentation of the proposed programme budget according to the principles of results-based budgeting with the inclusion of expected results and measurable indicators to address the goals, objectives and strategies of regional areas of work, countries and areas; Appreciating that the increased allocation of regular budgetary resources in the proposed programme budget 2006-2007 allocated to the Western Pacific Region better reflects the health needs within the Region; Appreciating further that the increased level of estimated extrabudgetary resources in the proposed programme budget takes into account projected global extrabudgetary resources, but also noting the difficulty in estimating such projected resources; Welcoming the Director-General's commitment to allocate a greater share of resources to regional and country levels, 1. THANKS the Regional Director for his comprehensive presentation of the programme budget and for taking into account the views and concerns expressed by the Regional Committee during its review of the proposed regional strategic programme budget at its fifty-fifth session; 2. REPORT OF THE REGIONAL COMMITTEE 9 3. URGES Member States to work with WHO to make every effort to implement the programme budget; 4. REQUESTS the Regional Director to ensure that the Regional Committee~s views and concerns, as noted in the summary records, are fully taken into account in the implementation of the programme budget for 2006--2007. Sixth meeting, 22 September 2005 WPRlRC56/SRl6 WPRlRC56.R4 ASIA PACIFIC STRATEGY FOR EMERGING DISEASES The Regional Committee, Recalling United Nations General Assembly resolution AlRES/59/27 on enhancing capacity- building in global public health, which urged Member States to further integrate public health into their national economic and social development strategies; Recalling resolutions WHA48.13 on new, emerging and re-emerging infectious diseases, WHAS4.14 on global health security: epidemic alert and response, WHAS8.3 on the revision of the International Health Regulations, and WHAS8.S on pandemic influenza preparedness and response; Recalling also resolution WPRlRC55.R5 on outbreak response and the revision of the International Health Regulations, which requested the Regional Director to develop a biregional strategy for strengthening capacity for communicable disease surveillance and response; Having reviewed the draft Asia Pacific Strategy for Emerging Diseases;! Reaffirming the importance of developing and implementing a biregional strategy to achieve common goals and provide a strategic framework for strengthening national and regional capacity for communicable disease surveillance and response, including emerging infectious diseases; Recognizing that emerging diseases such as severe acute respiratory syndrome (SARS) and avian influenza pose serious threats to human health and economic and social stability in the South- East Asia and Western Pacific Regions of WHO and that both SARS and avian influenza were transmitted across the borders between the two regions; Aware that most countries and areas in the Region currently continue to experience rapid social, economic and environmental changes, and that globalization has increased the cross-border movement of people and goods and that, due to these rapid and unprecedented changes, the risk of cross-border transmission of emerging diseases is higher than ever before in the two regions; Acknowledging the need to strengthen the local and national capacity of each country and area to detect, verify, report and respond to significant public health events, including those caused by emerging diseases, in accordance with the International Health Regulations (200S); Recognizing that the importance of the timely and transparent sharing of information on public health emergencies of international concern is crucial to prevent and limit the risk of the international spread of diseases; I Annex I of document WPRlRC56/7.
